Primary objective
Design and implement enterprise-wide work health and safety and corporate emergency management frameworks and provide
high-quality, expert advice to support the Agency’s preparedness, response and recovery activities, policies, systems and
procedures that strengthen safety, emergency readiness and organisational resilience.

Key duties and responsibilities
1. Provide strategic leadership, guidance and expertise to support the Agency in identifying, planning for and managing emergency

events and WHS issues, ensuring strong prevention, preparedness,



clear response structures and effective recovery capability.
2. Deliver timely, high-quality and authoritative advice and reports on complex and sensitive WHS and emergency management

matters to the Agency’s Executive and workforce, under tight deadlines and within budget.
3. Oversee the development, implementation and continual improvement of a robust Work Health and Safety Management

System, and an integrated Emergency Management Framework, to enable informed decision-making and foster a positive and
proactive safety culture.

4. Lead and manage a high-performing team in a energetic environment to implement work health and safety (WHS) and corporate
emergency management planning across the Agency.

5. Support the Agency’s WHS Oversight Committee and contribute to internal governance processes related to emergency
readiness, safety performance, compliance and organisational resilience.

6. Establish and maintain effective relationships with internal and external partners, including emergency services,
whole-of-government groups and key stakeholders to ensure coordinated prevention, preparedness, response and recovery
operations.

7. Prepare high-level and complex correspondence, including ministerial and executive briefs, reports, emergency plans, WHS
documentation and post-incident reviews.

Selection criteria
Essential
1.



Extensive knowledge and demonstrated experience in the development, implementation and continuous improvement of Work

Health and Safety Management Systems.
2. Extensive knowledge and demonstrated experience in emergency management, including prevention, preparedness, response,

recovery, and the development of emergency management frameworks, plans and operational processes.
3. Demonstrated ability to interpret and apply legislation, particularly WHS and emergency management legislation, in operational

and strategic contexts.
4. Exceptional communication skills (written and verbal), including the ability to consult, liaise, negotiate and mediate with diverse

stakeholders and executives.
5. High-level conceptual, analytical and problem-solving skills with sound judgement in complex, fast-paced and cross-cultural

environments.
6. Proven capacity to lead a small team to deliver quality outputs under pressure, manage competing priorities and meet deadlines.
