Primary objective
The Senior Contract Manager is responsible to provide high level, proactive and timely advice, support and management for procurement
and grant processes, contract management and stakeholder engagement activities, including tender preparation, business case
development and industry consultation and specialist contract management advice and support.
Context statement
The Senior Contract Manager provides specialist contract management advice and support to agency staff to manage agency contracts
effectively.
The advertised role is responsible for category management of the Out of Home Care purchased services and works with
program and frontline staff receiving services to ensure effective and efficient delivery of contracted services. The position also liaises
directly with contractors to manage contract deliverables and address issues that may arise in the delivery of services.
Key duties and responsibilities
1. Provide advice and support in the development of high-value grant and procurement contracts, including planning, specification
development, tender assessment and evaluation of previous contracted activities.
2. Identify and manage the supply chain requirements, procurement, contracts and grant activities and provide high level advice to a
range of stakeholders.
3. Research, analyse, evaluate options and make recommendations around issues, and establish and maintain effective reporting and
governance frameworks and systems for Out of Home contracts.
4. Prepare written plans, technical documents, and user guidance materials in support of grants and procurement contracts such as
options papers, specifications, management plans and correspondence and reports for executive management and users of the
contracts.
5. Facilitate contract relationship, including oversight and management of contract management plans, negotiations, and variations to
drive improved and strengthened contract outcomes.
6. Lead and mentor others,
develop and maintain productive working relationships with colleagues and stakeholders, and role model a
high standard of integrity, confidentiality, and professionalism.
Selection criteria
Essential
1. Comprehensive knowledge and experience in contract management principles and outcomes for complex procurement and grant
contracts, including knowledge of procurement and grant frameworks.
2. Proven commercial acumen with a demonstrated ability to be able to think strategically and provide contract advice.
3. Demonstrated strong research and analytical skills, and business processes to realise and support business efficiencies, identify risks,
opportunities, and improvements.
4. Well organised, able to multi-task and manage competing priorities and guide others through high-demand periods, with a proven
record of achieving milestones and results in agreed timeframes.
5. Recognised high-level of communication, interpersonal, negotiation and facilitation skills, including the ability to interact effectively
with people from diverse cultures and to have a customer focus and engage with stakeholders, businesses, and industry
representatives.
6. High-level of skilled ethics and self-management with proven ability to exercise sound judgement, maintain strict confidentiality
and display integrity and discretion.
Desirable
1. Diploma, Degree or Post Graduate Certificate or equivalent experience in a related field.
