About the role:
Based at the Melbourne Immigration Detention Centre (MIDC) and Broadmeadows Alternate Place of Detention (APOD), theCentre Managerholds full operational accountability for the safe and secure management of the centre.
Leading a senior management team, you will bring together all functional areas to deliver an engaging workplace that prioritises security and safety while upholding the human rights of the detainees in our care.
This is a senior leadership appointment requiring strong governance, commercial acumen and stakeholder management.
Interstate travel is required from time to time.
Key responsibilities:
Maintain oversight of all centre operations to ensure the secure, secure and humane management of detainees, with effective governance and integration across all functional areas
Ensure compliance with relevant Commonwealth and State legislation, regulations, Australian Border Force and Secure Journeys policies, procedures and standards
Provide effective leadership to a diverse workforce, supporting contemporary HR practices around professional development, capability, recruitment and workplace safety
Maintain oversight of staffing levels, overtime and leave liabilities, and promote accountability, professional standards,



capability development and succession planning
Maintain accountability for budget management and cost control, monitor performance against contractual and financial targets, and implement remediation strategies for underperformance
Oversee risk, incident and corrective action management, and conduct assurance activities including inspections and audits
Ensure readiness and appropriate response to emergency and critical incidents
Establish and foster positive relationships with government agencies, regulatory and statutory bodies, interest groups, union officials, sub-contractors and local suppliers
Ensure accurate and timely reporting in line with contract requirements and drive continuous improvement and operational efficiency
Promote and maintain a workplace free from harassment, bullying and discrimination
About you:
Proven senior management experience within detention, security, immigration, corrections, regional processing or resettlement services — or, alternatively, within another complex, large-scale operational workplace such as a hospital or university
Formal qualifications in immigration/corrections/security management or a related field
Proven experience overseeing complex training programs
Excellent communication and interpersonal skills, with the ability to work collaboratively in a team environment
Strong organisational skills and proficiency in Microsoft Office Suite and other relevant software
First Aid Certificate (HLTAID011 – Provide First Aid, including CPR)
Australian citizenship and ability to gain and retain all police/security clearances (AGSVA) required within our industry




Ability to pass any required health assessments and a Working with Children Check
Ability to visit and work within an immigration or regional processing centre
Ability to travel interstate as and when required
Proven right to work in Australia
Willingness to undergo alcohol and drug testing as required from time to time
