Naoero ODA Graduation Technical Assistance
Background
The governments of Australia and Naoero (formerly Nauru) are working together to improve economic growth opportunities and support a sustainable quality of life for dei-Naoero.
The approximate $46 million a year Naoero development program supports Naoero's priorities in health, education, climate resilient infrastructure, and economic governance, aligning with Naoero's development priorities and the Sustainable Development Goals.
Naoero is scheduled to graduate from the OECD Development Assistance Committee list of Official Development Assistance (ODA) recipients on 1 January ****.
A Senior Program Manager is required to support the transition of Australia's assistance from ODA to non-ODA financing.
Description of Goods/Services
Key duties and responsibilities include:
Program management
Identify the impacts of ODA graduation for development policy and program management with a focus on procurement and contracting implications.
Develop a whole of program implementation plan and roadmap for transition.
Coordinate workstreams to support transition of the program with DFAT stakeholders.
Monitor workstreams and provide progress updates to senior officials on program management transitions, recommending paths forward.
Stakeholder management
Work cooperatively with Naoero Post, Naoero Desk, Office of the Pacific, Finance Division, Legal Division, and development divisions.
Produce stakeholder analysis of impacted external partners including Government of Naoero, managing contractors, delivery partners, and project beneficiaries.
Develop a change management strategy to outline the needs of each stakeholder group through the transition processes and how change will be managed for each group.
Agreement transition




Working closely with Naoero Post and Desk, conduct a comprehensive review of all existing agreements with funding scheduled post January **** and initiate and coordinate actions to renew agreements.
Contribute to drafting of s23 minutes and agreements that require amendment.
Ensure alignment of agreements with the Commonwealth Grants, Rules and Principles and Commonwealth Procurement Rules.
Grant guidelines development
Scope and develop grant guidelines for the Naoero program.
Sequence grant guidelines to ensure streamlined development and approval processes.
Work with DFAT Non-ODA Grants team and Department of Finance to finalise and secure approval of grant guidelines.
Systems transition
Work with corporate line areas within DFAT to shift the Naoero program to SAP and other financial systems, including Purchase Orders and Outline Agreements in SAP GUI to enable invoice payments.
Develop and deliver capacity building and training work plans to upskill officers at Naoero Post, Desk, and other relevant officers.
Treaty support
Provide procurement and grants support to the Naoero section and Post to implement elements of the Nauru-Australia Treaty.
Provide budget support and monitoring of Treaty budget.
Contract Deliverables
The Senior Program Manager will provide the following outputs under delivery of the agreement to Director Naoero Desk.
Monthly progress report across workstreams
An implementation plan and roadmap for program transition
Transition of all agreements from Aidworks to current systems (such as SAP, SAP GUI and Power Bi)
Monitoring and Evaluation Learning plan for monitoring and tracking progress
Change management strategy
Stakeholder map
Grant guidelines.
Treat implementation support, as required.
Contract Price
As negotiated and based on responses received from suppliers.
