We bring important day‐to‐day services together in one department to make things easy and seamless for Victorians and businesses.
We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
The Consumer Affairs and Local Government Group
The Consumer Affairs and Local Government (CALG) group is responsible for policy development; regulatory design and administration; system and programme design; and the delivery of services in the best interest of Victorians.
Spanning both the Consumer Affairs and Local Government portfolios, the group identifies strategic priorities, drives system and regulatory reform and coordinates DGS' emergency management responsibilities to improve practical outcomes for the community.
About the Role
The Manager, Regulatory Policy is responsible for leading a multi‐disciplinary team of professional staff to participate in national and cross‐government projects; provide specialist and strategic advice to the Minister and senior management, particularly regarding proposed legislation; prepare cabinet submissions and complex policy related correspondence; establish and manage the Minister's legislative program and develop regulations and other subordinate legislation and liaise with Parliamentary Counsel.
The Manager, Regulatory Policy role requires the ability to proactively develop and maintain effective relationships with key external and government stakeholders,



using influence and negotiation skills, alongside effective written and verbal communication skills, to support the provision of accurate, timely and audience‐appropriate advice in a dynamic environment.
Key Accountabilities
Managing and engaging a team of experienced staff leading major policy, strategy and legislative reform projects aligned to the department's outcomes and objectives.
Providing high‐level, authoritative advice to the senior executives and government on policy, strategy or data projects within a complex policy environment.
Engaging, consulting and working collaboratively with our internal and external partners across the broader justice system, including non‐government agencies to deliver on major projects and priorities.
Negotiating with and influencing key consumer and industry stakeholders and stakeholders across government to resolve complex problems that have system wide and community impacts.
Working collaboratively with the Senior Leadership Team of Regulatory Policy to manage the preparation and lodgement of cabinet and parliamentary documents and the drafting of ministerial and other correspondence for the consumer and local government portfolio.
Working collaboratively with the Senior Leadership Team of Regulatory Policy, developing, building and motivating a highly effective and high‐performing team while modelling a positive work culture that promotes the VPS values,



is supportive of innovation and respects diversity.
Working flexibly across the Customer and Regulatory Services group, performing other tasks and contributing to other projects as required.
Work collaboratively with colleagues across Regulatory Policy and undertake allocated tasks in line with flexible working model.
A tertiary qualification in law, economics and/or public policy.
