WORKING HOURS: Full Time, Monday - Friday with occasional hours as required including after hours and/or weekends for training and event needs.
SALARY: Attractive remuneration plus superannuation and salary packaging.
LOCATION: Osborne Park, Perth, Western Australia. Occasional travel to regional areas may also be required.
THE ORGANISATION
As Western Australia's first Aboriginal foster care agency, Yorganop has been working in partnership with government agencies and our community of carers across WA for more than 34 years, to provide culturally appropriate care for Aboriginal children.
In ****, Yorganop commenced the Home Stretch WA service which supports Aboriginal young people between 18 and 21 years old, transitioning from out-of-home care to independent living.
Our over-arching purpose is nurturing children to flourish, and empowering Aboriginal children, young people and families to grow strong in themselves, their culture and their future.
ABOUT THE ROLE
The Program Manager is responsible for the strategic leadership, operational management, and continuous improvement of the Home Stretch Program. The role ensures the delivery of culturally safe, trauma-informed, and person-centred support to young people transitioning from out-of-home care into adulthood.
The Program Manager leads and develops staff, manages contractual obligations and funding requirements, oversees program performance, and maintains strong stakeholder relationships to achieve positive outcomes for young people.
Your approach will be trauma informed and culturally secure. You will ensure the right to self-determination drives your practice, while promoting the wellbeing of young people. As a leader, you will guide others towards a high-performance culture that is underpinned by the purpose, vision, and values of the organisation.
YOU WILL BE RESPONSIBLE FOR:
Program Leadership and Management
Lead the planning, implementation, and evaluation of the Home Stretch Program.
Ensure compliance with funding agreements, legislation, organisational policies, and accreditation requirements.
Monitor program performance against KPIs, outcomes, and contractual deliverables.
Develop innovative approaches to improve service delivery and client outcomes.
Prepare reports for Executive Manager Service Delivery, funding bodies, and Board as required.
Staff Leadership and Supervision
Provide leadership, supervision, coaching, and performance management to Coordinators, Finance Lead and program staff.
Foster a positive, culturally safe, and high-performing team environment.
Identify workforce development needs and facilitate training opportunities.
Support succession planning and career development pathways.
Develop and monitor program budgets.
Ensure expenditure remains within approved funding allocations.
Identify funding opportunities and contribute to grant applications and business development activities.
Monitor brokerage expenditure (Invest in Me).
Stakeholder Engagement
Develop and maintain effective relationships with:
Department of Communities
Housing providers
Education and training providers
Employment services
Aboriginal Elders and community organisations, as required
Represent the organisation at sector meetings, working groups, and forums
Quality and Compliance
Ensure services are delivered in accordance with:
Aboriginal Community Controlled principles
Child Safe Standards
Trauma-informed practice
Cultural safety frameworks
Lead audits, quality reviews, and continuous improvement activities.
Monitor service delivery to ensure young people:
Maintain safe and stable accommodation
Access education, training, and employment opportunities
Develop independent living skills
Strengthen cultural identity and connections
Build sustainable support networks

As an Aboriginal organisation, providing Home Stretch to Aboriginal young people, Aboriginal applicants are strongly encouraged.
Minimum three years' experience in leadership or management within community services.
Demonstrated understanding of out-of-home care, leaving care, and youth transition services.
Strong knowledge of trauma-informed and culturally safe practice.
Experience managing budgets and contracts.
Excellent stakeholder engagement and partnership skills.
Current C Class Driver's Licence.
Current Working with Children Check.
National Police Clearance.
Experience working within an ACCO.
Knowledge of Home Stretch funding and program requirements.
Understanding of Aboriginal kinship systems and community networks
Qualifications and licences:
Degree qualifications in Social Work, Community Services, Human Services, Psychology, or related field; or Minimum three years' experience in leadership or management within community services.
A satisfactory National Police Clearance that must be maintained for the duration of your employment and a Department of Communities Departmental Check (Departmental Record Check & Criminal Record Check) that must be maintained for the duration of your employment.
A satisfactory Working with Children Check that must be maintained for the duration of your employment.
Current Driver's license and the ability to travel in response to organisational needs.
