About the Team
Joining the Development team at ARTC means being part of a dynamic group focused on growing the business and enhancing commercial performance. You will contribute to building demand for freight on rail, supporting Australia's Net Zero targets, safer roads, and a more cost‐effective transport mode. The Development team plays a pivotal role in building the case for rail as a sustainable transport solution for our nation.
About the Opportunity
The role provides commercial analysis and revenue reporting for the Development business unit, with a focus on compliance. You will deliver accurate, timely, and insightful access revenue reporting, support regulatory submissions, and provide commercial insights to guide strategic and operational decisions.
Responsibilities
Lead the preparation and analysis of monthly, quarterly, and annual access revenue reports under relevant commercial regulatory frameworks, ensuring compliance and full recovery of entitlements.
Deliver timely, relevant financial analysis and budget insights to support strategic and operational decision‐making.
Report detailed variance analysis against revenue budgets and forecasts, identifying key drivers, trends, and risks.
Maintain and enhance complex financial models for pricing, forecasting, scenario analysis,



and regulatory compliance.
Manage the monthly and quarterly reforecast process, including model updates, commentary, and stakeholder engagement.
Advise on revenue forecast adjustments to meet financial governance and planning requirements.
Perform true‐up and ceiling test calculations, including overs and unders assessments, in line with regulatory provisions.
Provide revenue inputs for fair value accounting, corporate planning, and shareholder reporting.
Develop and maintain documentation for revenue models, assumptions, methodologies, and compliance submissions.
Monitor regulatory changes and assess impacts on pricing and revenue models.
Liaise with stakeholders and regulatory bodies to support audits, resolve queries, and ensure alignment.
Provide commercial advice on pricing, billing, and contract interpretation to operational teams.
Drive continuous improvement in revenue reporting processes, systems, and data integrity.
Partner with internal stakeholders to ensure timely and accurate data for informed business decisions.
Deliver in‐depth analysis and insights to support strategic planning and operational performance.
Qualifications
Tertiary qualifications in an accounting or business‐related discipline; membership of the Australian Society of CPAs or the Institute of Chartered Accountants.




Extensive experience in a similar role within a commercial organisation.
Demonstrable advanced analytical ability.
Proven experience in the preparation of complex financial models.
A demonstrated track record of ESG reporting and development of data governance and assurance frameworks.
Advanced verbal and written communication skills; valuable interpersonal and negotiating skills.
Extensive knowledge of computerized accounting packages with extensive exposure to spreadsheets and financial systems.
