Scope of Services
- Planning, scheduling and estimating activities required to deliver contract amendments and associated procurement outcomes.
- Supporting governance, assurance and compliance activities associated with procurement and contract management processes.
- Identifying, analysing and managing procurement, commercial and contractual risks throughout the contract change process.
- Supporting stakeholder engagement, consultation and negotiation activities with internal and external parties to facilitate contract outcomes.
Required Services and Deliverables
- Provide strategic, specialist and professional advice on complex Commonwealth procurement, contracting and commercial matters.
- Develop, review and provide advice on procurement, contracting and contract management documentation required to support contract amendments.
- Identify procurement and commercial risks and implement appropriate mitigation strategies.
- Conduct and maintain risk assessments and risk management activities associated with the procurement and contract change process.
- Negotiate and collaborate with internal and external stakeholders to identify, escalate and resolve issues affecting delivery outcomes.
- Prepare, review and quality assure procurement and contract documentation to ensure compliance with Commonwealth procurement requirements.
SFIA Skills Sought:
The provision of policy, internal standards and advice on the procurement or commissioning of externally supplied and internally developed products and services. The provision of commercial governance, conformance to legislation and assurance of information security. The implementation of compliant procurement processes, taking full account of the issues and imperatives of both the commissioning and supplier sides. The identification and management of suppliers to ensure successful delivery of products and services required by the business.
SORC Level 4:
Reviews business cases (requirements, potential benefits and options) and determines appropriate procurement routes, for example, open market or collaborative framework. Using market knowledge to inform specifications, ensures detailed pre-qualification questionnaires and tender invitations are prepared. Collects and collates data to support collaboration and negotiates terms and conditions to reflect the scale of requirements and encourage valuable performance. Evaluates tenders based on specification and evaluation criteria, prepares acceptance documentation and advises on contracts and service level agreements.
