Senior Business Analyst (EL1 equivalent) This role is
a full-time opportunity to join the Local Peoples team permanently,
with your initial assignment supporting the Department of Climate
Change, Energy, the Environment and Water (DCCEEW) within its ICT
Division. Local Peoples is a trusted delivery partner across
Australian Government digital and ICT initiatives. In this role,
you will work as part of a motivated, multi-disciplinary team
delivering high-impact digital services that support national
climate, energy, and environmental outcomes. Beyond the initial
engagement, you will contribute to meaningful government projects
that improve services and outcomes for communities across
Australia. About the first project: You will be embedded within
DCCEEW’s ICT Division, supporting complex digital and
technology-enabled initiatives. Working in an Agile delivery
environment, you will collaborate closely with business
stakeholders, product owners, architects, designers, and
development teams to analyse needs, define requirements, and ensure
successful delivery of fit-for-purpose solutions. This engagement
operates in a hybrid working model , with team members expected to
work from the Canberra or Victoria office a minimum of 40% of the
time, subject to project and operational requirements.
Responsibilities: Contribute across all phases of delivery
including Plan, Analyse, Design, Build, Test and Rollout Partner
with cross-functional delivery teams to ensure consistent and
high-quality solution outcomes Engage business stakeholders to
elicit, analyse and document business needs and requirements Create
user stories, define acceptance criteria, and maintain product and
feature backlogs Act as a liaison between business subject matter
experts and technical delivery teams Facilitate workshops and
consultation sessions to align stakeholders and validate outcomes
Translate business requirements into system specifications and
support solution design Support Agile delivery through sprint
planning, backlog refinement, and ongoing prioritisation Assist
with business verification activities including User Acceptance
Testing (UAT)



Produce and maintain BA artefacts such as process
maps, feature documentation, PBIs, and training materials Support
defect identification, prioritisation, and resolution in
collaboration with delivery teams Qualifications: Qualifications in
Business Analysis, Information Technology, or a related discipline
, or equivalent professional experience Certifications or training
in Agile delivery methodologies (e.g. Scrum, SAFe, or similar) are
highly regarded Essential Criteria: Extensive experience working as
a Senior Business Analyst within Agile project teams involving
technical and business stakeholders Strong ability to elicit,
analyse and document requirements to collaboratively achieve
desired outcomes Proven experience producing high-quality, clear
and concise BA documentation under time pressure Demonstrated
ability to manage competing priorities, work independently, and
meet deadlines with minimal supervision High levels of personal
resilience, flexibility, and professionalism when working in
complex and ambiguous environments Desirable Criteria: Experience
working within Australian Federal Government environments Knowledge
of the Digital Service Standard and human-centred design principles
Experience working with COTS solutions , including configuration
and customisation of out-of-the-box functionality Exposure to
Microsoft Dynamics 365 or similar enterprise platforms Residency
and Clearance Must be an Australian Citizen Must hold Baseline
Security Clearance or be able to obtain one Location This role is
open to candidates based in ACT or Victoria , with hybrid working
