Position Objective and Responsibilities

The TSS Facilitator/ Case Manager is responsible for delivering the Tenant Sustainability Service (TSS) program. This ongoing program provides culturally safe, practical support to Aboriginal tenants referred for tenancy assistance.

The role combines facilitation and case management in developing program content and tools with direct delivery of learning modules and supports to participants, ensuring services align with Aboriginal ways of knowing, being, and doing.

Key Responsibilities

Program Design and Development

- Support refinement and develop of learning modules, case plans, assessment tools, handbooks, and information sheets.

- Ensure all content is culturally appropriate, relevant, and informed by lived experience and community feedback.

Program Delivery and Participant Support

- Deliver learning modules and tenancy support sessions to individuals and small groups referred to the TSS program.

- Build positive, trusting relationships with participants to strengthen tenancy skills and housing stability.





- Provide culturally safe and strengths-based support, with referrals where required.

Community and Stakeholder Engagement

- Maintain accurate records of program activities, participant engagement, and outcomes.

- Report regularly to the Executive Manager on program progress and opportunities for improvement.

- Contribute to service reviews and support continuous improvement processes.

Documentation and Quality

- Maintain accurate program documentation and records.

- Provide regular progress updates to the Executive Manager.

- Participate in reviews and implement feedback for ongoing improvement.

Collaboration

- Work collaboratively with internal housing and support teams to ensure a coordinated response to tenant needs.

- Model Yilli’s values in all aspects of program design, delivery, and engagement.

Selection Criteria

Essential

1. Demonstrated experience working with Aboriginal communities and an understanding of cultural safety.

2. Experience in program development and service delivery in community or housing contexts.

3. Solid facilitation, engagement, and communication skills.

4. Understanding of tenancy challenges faced by Aboriginal people in the Northern Territory.

5. Excellent organisational and documentation skills.

6. Ability to work independently and take initiative in a community-led environment.

7. Current driver’s licence and willingness to travel.

8. Ability to obtain a Police Clearance and OCHRE Card.

Desirable

1. Identify as Aboriginal and/or Torres Strait Islander.

2. Qualifications in community services, adult education, or related fields.

3. Experience in housing, homelessness, or tenancy support roles.
