Banyule City Council is embarking on a significant organisation-wide transformation that will reshape how it delivers services to the community.

Over the next four years, they're redesigning their operating model, modernising core business systems, implementing Microsoft Dynamics 365, Azure and Power Platform, and embedding new ways of working across the organisation.

To support this journey, they're seeking a Principal Functional Consultant to provide senior functional leadership across their Business Transformation Program.

The Opportunity Reporting to the Portfolio Manager, you'll provide high-level functional advice and guide enterprise solution design across the organisation, leading complex requirements, functional design, solution alignment and implementation readiness across Microsoft Dynamics 365, Azure, Power Platform and related enterprise platforms.

Working closely with executive sponsors, senior leaders, architects and implementation partners, you'll provide authoritative functional advice, influence strategic decisions, manage significant delivery risk and build internal capability to ensure the successful adoption and sustainability of current enterprise solutions.

This role is ideal for someone who enjoys shaping enterprise-wide outcomes rather than simply executing to a brief and wants to leave a lasting legacy within a growing Transformation function.

This is a senior position within a four-year transformation program, based in Melbourne's Northern suburbs (hybrid working — minimum 3 days onsite).

Key Responsibilities

- Provide senior functional leadership for the Business Transformation Program,



aligned to Council's strategic priorities and target state architecture
- Translate complex organisational requirements into enterprise-wide functional designs and decision-ready advice for senior leaders and governance forums
- Exercise authority and professional judgement in shaping functional design decisions across Microsoft Dynamics 365, Azure and Power Platform
- Lead cross-functional design workshops, executive briefings and decision-making forums involving senior stakeholders, architects and vendors
- Provide authoritative advice on functional architecture, business process redesign, data and integration impacts, and delivery risks
- Influence and negotiate with internal and external stakeholders to resolve complex design issues and maintain alignment between business needs and strategic outcomes
- Lead implementation readiness, testing strategy, data migration planning and business adoption activities for major enterprise solutions
- Establish repeatable functional delivery practices, documentation standards and knowledge transfer mechanisms across the Transformation function

About You You bring authority, judgement and credibility to complex, high-stakes transformation environments.

You'll bring





- Extensive senior experience delivering enterprise transformation programs, ideally involving whole-of-organisation business systems and complex implementation environments
- Deep specialist knowledge of Microsoft Dynamics 365, Azure, Power Platform and the broader Microsoft enterprise ecosystem
- Advanced capability in requirements strategy, workshop facilitation, business process redesign and functional architecture
- Strong understanding of enterprise architecture, data governance, cyber security and public sector compliance obligations
- Highly developed communication and negotiation skills, with the confidence to influence senior leaders, technical specialists and vendors
- A degree in Information Systems, Computer Science, Business, Engineering or a related discipline, or significant equivalent senior experience
