Engineering and Quality Manager

QTAC is a not-for-profit organisation that provides and operates an equitable and centralised tertiary entrance system on behalf of our member and participating institutions to provide comprehensive information for prospective applicants. The institutions that participate in QTAC determine their own admission requirements and QTAC ensures that these admission rules and procedures are administered in a transparent, consistent and equitable manner.

As QTAC continues to modernise and enhance its digital services, we are seeking an experienced and collaborative Engineering and Quality Manager to lead our software engineering and quality assurance functions and help drive the delivery of high-quality technology solutions.

This is a key leadership role responsible for providing functional leadership across software engineering and quality disciplines while remaining closely connected to the practical design, development, testing and continuous improvement of QTAC's technology platforms. Reporting to the Chief Information Officer and leading a team of software engineering and testing professionals, you will play a central role in improving delivery quality, strengthening engineering practices and building confidence in technology releases.

Working closely with Product, Delivery, Cloud, Data and business stakeholders, you will help ensure technology solutions are developed, tested and released with clear ownership, strong quality controls and a focus on delivering exceptional outcomes for applicants, institutions and staff. You'll also contribute to the ongoing evolution of development practices, quality frameworks, automation approaches and secure software delivery capabilities.

You will:

- Provide functional leadership across QTAC's software engineering and quality assurance disciplines, promoting consistent, reliable and high-quality delivery outcomes.
- Lead and actively contribute to development and testing activities across key platforms and services, including applicant, institution and internal operational systems.
- Strengthen collaboration between engineering, quality assurance, product, delivery, infrastructure, data and business teams to enable coordinated and confident release outcomes.
- Establish, maintain and continuously improve quality assurance standards, testing practices, automation approaches and release readiness activities.
- Drive quality-focused delivery by ensuring appropriate testing and validation of changes impacting business-critical services.
- Participate in defect triage, root cause analysis and continuous improvement activities to improve product stability and reduce recurring issues.
- Develop, reinforce and promote engineering standards relating to code quality, peer review, documentation, maintainability and secure software development.
- Partner with cloud, infrastructure and cyber security stakeholders to support secure, reliable and resilient technology solutions.
- Identify opportunities to modernise processes, reduce technical debt, improve efficiency and increase automation.




- Coach and develop engineers and quality assurance specialists, supporting capability uplift, professional growth and continuous learning.
- Contribute to planning, prioritisation and sequencing of engineering and quality initiatives, balancing project delivery with operational requirements.
- Provide clear advice on technical feasibility, delivery risks, quality impacts and operational readiness to support informed decision-making.
- Build trusted relationships with stakeholders and communicate progress, risks, testing outcomes and improvement opportunities in a clear and practical manner.

Required Skills and Experience

You must have

- Demonstrated experience providing leadership across software engineering and quality assurance functions within a complex technology environment.
- Strong practical understanding of contemporary software engineering practices, including maintainable code, DevOps principles, secure-by-design approaches and system reliability.
- Proven experience establishing, enhancing or maintaining quality assurance practices, testing standards, automation frameworks and release processes.
- Demonstrated ability to coach, mentor and support the professional development of engineers and QA professionals.
- Experience working closely with product, delivery, cloud, data and business stakeholders to align technology outcomes with organisational objectives.
- Strong planning, prioritisation and coordination skills, with the ability to balance multiple streams of work while maintaining quality outcomes.
- Excellent communication skills, with the ability to convey technical concepts and quality considerations to both technical and non-technical audiences.
- Solid analytical thinking, problem-solving capability and a continuous improvement mindset.
- Sound judgement, initiative and accountability, with a collaborative leadership style.
- Tertiary qualifications in Information Technology, Software Engineering, Computer Science, Business Systems, Quality Assurance or a related discipline, or equivalent professional experience.
