The Opportunity

We are seeking a strategic, detail-minded Compliance Manager to lead and elevate our regulatory, governance, and quality assurance frameworks in Melbourne.

Reporting to senior executive leadership, this high-impact role is responsible for directing institutional compliance, leading audit and accreditation processes, and managing risk across the Institute. You will work closely with the Executive Management Team, Academic Board, and regulatory bodies to ensure Ozford not only meets but exceeds standard higher education benchmarks.

Key Responsibilities

- Regulatory Oversight & Leadership: Lead and maintain the Institute’s compliance frameworks to ensure full adherence to TEQSA, ESOS Act/National Code, CRICOS, Higher Education Standards Framework (HESF), and relevant Commonwealth legislation.
- Audit, Re-accreditation & Governance: Oversee and project-manage all accreditation, re-registration, audit, and quality review processes. Prepare high-level submissions, board reports, and documentation for regulatory bodies.




- Risk & Quality Frameworks: Design, implement, and continuously refine institutional risk management and quality assurance frameworks. Lead internal audits to identify, mitigate, and monitor compliance risks.
- Stakeholder & Regulatory Liaison: Serve as the primary operational contact for regulatory authorities (TEQSA, Department of Education), legal advisers, and external quality auditors.
- Policy & Program Development: Direct the review, development, and implementation of institutional policies and procedures. Oversee the compliance architecture for new program developments and course approvals.
- Executive & Board Reporting: Provide expert, timely advice to the CEO, Executive Management Team, and Academic Board regarding regulatory changes, compliance performance, and risk profiles.
- Culture & Capability Building: Drive a proactive culture of compliance across the organization by designing and leading targeted professional development, training, and continuous improvement initiatives for academic and professional staff.

Key Performance Indicators

- Successful delivery and maintenance of regulatory registrations, course accreditations, and external audits.
- Proactive identification,



management, and mitigation of compliance and operational risks.
- High-quality, timely reporting delivered to the CEO, Executive Management Team, and Academic Governance bodies.
- Maintenance of an up-to-date, best-practice policy and governance framework across the Institute.
- Effective stakeholder management and positive working relationships with regulatory bodies.

Selection Criteria

Essential:

- Sector Knowledge: Deep, working knowledge of the Australian higher education regulatory landscape, including TEQSA, HESF, ESOS Act, CRICOS, and Higher Education Support Act requirements.
- Leadership Experience: Minimum 3–5 years of demonstrated experience in a compliance, quality assurance, or regulatory management role within higher education.
- Strategic & Analytical Skills: Proven ability to interpret complex legislation, analyze risk, and translate regulatory requirements into pragmatic operational policies and procedures.
- Audit & Project Management: Track record of successfully leading major accreditation, re-registration, or audit processes from preparation through to submission.
- Stakeholder Engagement: Exceptional communication, influence, and negotiation skills, with experience presenting to executive leaders, governance boards, and regulatory bodies.
- Ethical Leadership: High level of personal integrity, sound judgment, and a commitment to embedding quality assurance and continuous improvement across diverse teams.
