Infrastructure Investment Planning Analyst
East Perth Location | $70–$75 per hour + Super | 6-month temp contract | Full time hours
We are currently seeking an experienced Infrastructure Investment Planning Analyst to support a high-performing infrastructure planning team. This is an excellent opportunity for a strategic and analytical skilled with experience in investment planning, portfolio management, business case assessment, and infrastructure prioritisation within a complex stakeholder environment.
In this role, you will play a critical part in shaping infrastructure investment decisions, coordinating portfolio planning activities, and ensuring robust governance processes are maintained across major transport and road investment programs.
Key Responsibilities
- Lead the development and coordination of road infrastructure investment planning programs, including long-term investment pipelines and funding initiatives.
- Manage portfolio investment and budget submission processes, ensuring timely collection, review, and maintenance of supporting information.
- Apply investment prioritisation frameworks to assess, rank, and recommend infrastructure projects.
- Review and quality assure business cases, funding submissions, project proposals, and strategic planning documentation.
- Coordinate program schedules and deliverables, proactively managing risks and critical government deadlines.
- Provide technical guidance, mentoring, and support to Investment Planning Officers.
- Drive continuous improvement of investment planning processes, governance frameworks, templates, and workflows.
- Prepare and present investment advice, prioritisation outcomes,
and funding recommendations to senior leadership.
- Consolidate portfolio data and insights to support budget submissions, executive briefings, committee papers, and reporting requirements.
- Monitor program performance, identify emerging risks and issues, and elevate matters as appropriate.
- Maintain accurate, auditable, and governance‑compliant investment records and documentation.
- Lead engagement with project teams and internal stakeholders on investment planning, prioritisation, and funding activities.
- Build and maintain strong relationships across key business areas, including Planning, PMO, Network Management, and project owners.
- Support collaboration with government agencies and external stakeholders to align investment priorities and funding opportunities.
- Prepare and deliver investment planning presentations, reports, and materials for committees, working groups, and stakeholder forums.
About You
- Proven experience in infrastructure investment planning, portfolio management, capital works planning, or a similar analytical role.
- Strong understanding of business case development, investment prioritisation, and government funding processes.
- Experience coordinating budget submissions and portfolio reporting within a large and complex environment.
- Exceptional analytical,
problem‑solving, and stakeholder management skills.
- Strong written communication skills with experience preparing executive reports, briefings, and investment recommendations.
- Ability to manage multiple priorities and deliver outcomes within strict timeframes.
- Experience within transport, roads, infrastructure, utilities, or government sectors will be highly regarded.
