About the Role

This is a senior leadership opportunity for an experienced Precontracts Manager to lead the end-to-end tendering, estimating, and precontracts function across the business. You will play a pivotal role in securing future work by leading bid strategy, estimating, commercial reviews, contract negotiations, and risk assessments throughout the tender lifecycle.

We are particularly interested in hearing from experienced Project Managers who have developed strong commercial and estimating capabilities and are looking to apply their delivery knowledge in a strategic business leadership role.

You will take ownership of the entire precontracts process, ensuring submissions are competitive,



commercially robust, operationally achievable, and aligned with West Coast Civil Group's growth objectives.

This is a hands-on role that requires both strategic thinking and detailed involvement. You will work closely with clients, consultants, subcontractors, suppliers, and operational teams to ensure successful project acquisition and seamless handover into delivery.

Key Responsibilities

- Lead the preparation, management, and submission of civil construction tenders across earthworks, pavements, drainage, and infrastructure projects.
- Manage the full tender lifecycle from EOI through to contract award.
- Develop winning bid strategies in collaboration with the Director and senior leadership team.
- Prepare and review detailed estimates including direct costs, indirect costs, risk allowances, and programme considerations.
- Assess subcontractor pricing, supplier quotations, methodologies, assumptions, and benchmarked rates.
- Validate construction methodologies, staging strategies, productivity assumptions, and resource requirements.
- Lead value engineering initiatives and identify innovative delivery solutions.
- Review and negotiate contract conditions, departures, risk allocation, and commercial positions.
- Identify commercial, contractual, operational, and delivery risks and develop practical mitigation strategies.
- Coordinate internal and external stakeholders throughout the tender process.
- Lead client clarifications, presentations, and commercial negotiations.
- Oversee comprehensive project handovers to delivery teams following contract award.




- Support pipeline management, business development initiatives, and go/no-go decisions.
- Continuously improve estimating systems, cost databases, templates, and tender processes.

What We're Looking For

- Significant experience as a Project Manager, Senior Project Engineer, Commercial Manager, or Precontracts qualified within civil construction.
- Strong understanding of civil construction methodologies and project delivery.
- Demonstrated experience leading complex tenders and competitive submissions.
- Excellent commercial and contractual knowledge, including Australian Standard contracts such as AS2124 and AS4000.
- Proven ability to identify, quantify, and manage project risk.
- Strong estimating capability with experience reviewing detailed project costs and construction methodologies.
- Exceptional stakeholder management and communication skills.
- Ability to lead multidisciplinary tender teams and coordinate competing priorities.
- A strategic mindset combined with strong commercial judgement and attention to detail.
- Professional, decisive, and accountable leadership style.
