About Palm Island Community Company (PICC):
The Palm Island Community Company is an Aboriginal Community-Controlled Organisation that delivers health and community services, community capacity building and economic development programs on Palm Island.

Through the establishment of a network of partnerships and collaborations, the ongoing recruitment and training of staff, and an uncompromising attitude towards the building of community capacity, PICC continues to make a real difference in the lives of the people it serves.

Boasting a successful history since it was established in 2007, PICC delivers innovative, community-driven programs that are squarely aimed at supporting and strengthening the social, cultural, health and economic fabric of the Palm Island community.

PICC continues to work hard to strengthen the infrastructure of the remote island and create local jobs for local people while delivering vital human services to community it serves.

PICC is proud of its role in helping Palm Island to lead the way in the development of a new model of Indigenous community capacity building that has demonstrated success.

The Service has four primary areas of operation:

- Connecting Kin – Supporting children and young people to connect with Kin;

- Equipping Kin – Supporting potential Kinship carers to prepare for a Kinship placement, including the Carer assessment;

- Supporting Kin – Ongoing support for Kinship carers;

Supporting Carers – Ongoing support for General carers (new program commencing 1 July 2026

About the Role

The Team Leader is responsible for the operational leadership,



supervision and coordination of the Family Care Service. The position ensures the delivery of culturally safe, high-quality recruitment, assessment and support services to General and Kinship Carers.

The Team Leader provides qualified supervision and support to Foster and Kinship Care Practitioners, oversees case management practices, ensures compliance with legislative and contractual requirements, and promotes positive outcomes for children through culturally informed and family-centred approaches.

PICC Managers operate with the highest level of integrity, accountability and professionalism in accordance with PICC values and Code of Conduct. In addition, they work towards ensuring the efficiency and effectiveness of program and service delivery and support continuous improvement through encouraging innovation and best practice, in accordance with the values of PICC and Code of Conduct.

Selection Criteria

Mandatory

1. Either or both:

1. Degree qualification in Social Work, Human Services, Psychology, Community Services, Social Sciences or related discipline.

2. Significant demonstrated experience in child protection, foster and kinship care or family support services.

- Demonstrated understanding of the Child Protection Act and child protection frameworks, including the Charter of Rights and the Statement of Standards.

- Experience supervising, mentoring and supporting staff.

- Experience managing complex cases involving vulnerable children, young people and families.





- Experience working collaboratively with government and non-government stakeholders.

- Demonstrated ability to work effectively with Aboriginal and Torres Strait Islander children, families, carers, Elders and communities, including an understanding of kinship systems, cultural obligations and the importance of maintaining children's connection to family, community, culture and Country.

- Understanding of trauma-informed, strengths-based and family-centred practice.

- Excellent leadership and team management skills.

- Strong case management and decision-making skills.

- Highly developed communication and interpersonal skills.

- Strong report writing and documentation skills.

- Proficiency in Microsoft Office and client management database systems.

- Current Queensland Driver Licence.

- Current Blue Card (Working with Children Check).

- Ability to travel to Palm Island as required.

- Ability to work outside standard hours when operationally necessary

Desirable

1. Experience working within an Aboriginal and Torres Strait Islander community-controlled organisation.

2. Training in trauma-informed practice, family group decision-making or therapeutic care models.

3. Experience using client management systems such as Infoxchange, SRS, ARC or similar databases.

4. Current Child Protection or Foster and Kinship Care practice training.
