Azooa is preparing a response for RFx29836 – LCD-26-0025 – LAND 907 Armoured Combat Doctrine and is seeking suitably qualified contractors for this Defence opportunity.
This engagement is focused on the review and update of Army doctrine for the upgraded Main Battle Tank and introduction of Combat Engineering Vehicles, with a strong emphasis on armoured combat, mounted combat, obstacle breaching, route and area clearance, explosive hazard reduction, engineer operations, formation tactics and Armoured Fighting Vehicle capability.
Overview
LAND 907 is seeking defined products in the form of updates to specified doctrine for the upgraded Main Battle Tank and the introduction of Combat Engineering Vehicles.
The work package requires detailed review and update of multiple Army doctrine publications across armoured combat, combat engineering, mounted combat, range orders, explosive practices, obstacle integration, recovery and related Armoured Fighting Vehicle capability areas.
This is a fixed-price deliverables-based engagement, with payment linked to accepted doctrine deliverables and milestones.
Core Purpose
The core purpose of this role is to provide specialist doctrine review, authoring and writing support for LAND 907 Armoured Combat Doctrine.
The contractor will review existing doctrine, identify required amendments, update doctrine products, address Defence review comments and ensure deliverables align with current Army doctrine and LAND 907 capability requirements.
The role requires strong Defence writing, Army doctrine, mounted combat, armour, engineer operations and stakeholder consultation capability.
Scope / Responsibilities
The Armoured Combat Doctrine Writer / Specialist will be expected to:
- Conduct detailed review of specified Army doctrine publications
- Update doctrine to reflect LAND 907 capability requirements
- Support doctrine updates for upgraded Main Battle Tank capability
- Support doctrine updates for Combat Engineering Vehicle introduction
- Review doctrine across armoured, engineer, mounted combat and Armoured Fighting Vehicle capability areas
- Draft proposed doctrine amendments in the required format
- Address Defence review comments
- Participate in governance, stakeholder consultation and milestone review activities
- Support assurance and contract performance activities as reasonably required
- Maintain accurate working papers, draft doctrine products and review comments
- Support knowledge transfer to Defence stakeholders
- Provide advice, guidance and walkthroughs relating to doctrine deliverables where requested
- Produce editable electronic versions of all contract material
- Support final handover activities at completion of the engagement

- Review and update to any additional doctrine, procedures, policy identified during the above reviews across Armoured Fighting Vehicle capabilities, including Armoured Infantry and Cavalry.
Mandatory / Essential Criteria
Candidates should be able to demonstrate:
- Strong understanding of LAND 907 capability requirements
- Experience with Army doctrine development, review, authoring or writing
- Experience reviewing Defence doctrine, procedures, policy or technical publications
- Understanding of the Defence operating setting
- Ability to support doctrine updates for armoured combat and mounted combat capabilities
- Understanding of Main Battle Tank operations or armoured capability
- Understanding of combat engineering, obstacle breaching, route clearance or explosive hazard reduction doctrine
- Ability to develop high-quality written deliverables in Defence-approved formats
- Ability to address review comments and improve doctrine products through iterative review
- Strong stakeholder consultation capability
- Ability to support governance, milestone review and assurance activities
- Ability to manage deliverables against fixed-price milestones
- Ability to support knowledge transfer, handover and final reporting
- Ability to comply with Defence security, information management and confidentiality requirements
- Current NV1 Australian Government security clearance
- Ability to maintain NV1 clearance for the duration of the engagement
Highly desirable experience may include:
- Australian Army armoured corps, cavalry, infantry, combat engineer or mounted combat experience
- Experience with LAND 907 or related armoured fighting vehicle capability programs
- Experience with Abrams, Main Battle Tank, Combat Engineering Vehicles or Armoured Fighting Vehicle capability
- Experience with Royal Australian Engineers doctrine
- Experience with mounted range orders, explosive practices or disposal of malfunctioned explosive ordnance
- Experience with Defence doctrine publications and Land Power doctrine
- Experience with Defence Records and Information Management policies
- Experience using Defence-approved systems, templates and document formats
- Experience supporting Defence acquisition, sustainment or capability documentation
- NV1 with ability to obtain and maintain NV2 or Positive Vetting if subsequently required by Defence

Location and Work Arrangement

The service provider is responsible for determining the location from which the services are performed, subject to Defence security, information management and operational requirements.
Defence may require certain activities, meetings, workshops, reviews, stakeholder engagements, access to classified information or access to Defence systems and facilities to be undertaken from Defence premises or another location nominated by Defence.
No guarantee is provided that the services may be performed remotely where Defence determines attendance at Defence premises is necessary.
Clearance Requirements
Personnel performing the services must, prior to commencement and for the duration of the contract, hold and maintain a minimum Negative Vetting Level 1 Australian Government Security Clearance.
The RFQ also states that personnel must be capable of obtaining and maintaining NV2 or Positive Vetting if subsequently required by Defence, at no additional cost to the Commonwealth.

Azooa recommends bidding below $155.98/hour including super where possible, based on current market conditions, as this will support a stronger value-for-money position and improve the chance of winning.
Rate competitiveness generally works as follows:
- Below $155.98/hour including super: strongest value-for-money position and higher chance of winning
- At $155.98/hour including super: aligned to Azooa’s recommended maximum and may still be competitive
- Above $155.98/hour including super: less competitive unless specialist Army doctrine, LAND 907, armoured combat, Main Battle Tank, combat engineering, RAE, mounted combat or NV1-cleared Defence authoring experience strongly justifies the rate
- Higher rates may still be considered where niche Army doctrine, LAND 907, armoured combat, Main Battle Tank, combat engineering, RAE, mounted combat or NV1-cleared Defence authoring experience outweighs rate competitiveness.
