About the Department
The Department of Veterans' Affairs (DVA) supports the wellbeing of Australia's veterans, their families, and dependants. The department delivers compensation, health care, rehabilitation, and income support services, while also honouring veterans' service through commemorations and policy advice to government. DVA works in partnership with ex-service organisations, health providers, and the broader community to ensure veterans are supported throughout their lives and recognised for their contribution to Australia.
Key Duties
- The Director, Intelligence is accountable for leading the effective delivery of provider intelligence capabilities that support DVA's provider fraud and non-compliance response. The role aligns to the ILS leadership dimensions of Shapes Strategic Thinking, Achieves Results, Cultivates Productive Working Relationships, and Exemplifies Personal Drive and Integrity.
- Providing people, strategic and operational leadership on strategic, operational, and tactical intelligence, including intake and assessment, and ensuring a high level of integration and consistency across the provider integrity division
- Leading the production of a range of high-quality intelligence products informing and impacting decision-making for internal and external stakeholders, targeting non-compliance, payment integrity, and organised fraud across the veteran support system.
- Influencing and developing strategy, policies, priorities, and operational practices. This includes prioritisation of emerging cases and risks, working with peers to advance the early detection of integrity cases for appropriate treatments and identifying opportunities for process innovation.
- Liaising with senior leadership and other Agencies, sharing information and intelligence, producing briefing papers including link charts and reports.
- Oversight and leadership to a team of Intelligence managers, Officers and other specialists that provide advice to DVA senior leadership, operational integrity teams and external agencies including law enforcement, regulatory and Fraud Fusion Taskforce partners.
- Responding rapidly as new issues, risks or cases emerge that require immediate escalation, briefing and advice.
- Model APS values and behaviours, fostering a skilled, inclusive, and high-performing team culture.
- Ensure intelligence activities are conducted lawfully, ethically, and transparently, with appropriate documentation and quality assurance.
Key Skills and Capabilities
- Demonstrated experience leading an intelligence function in a complex operational, regulatory, law enforcement, integrity, or national security environment.
- Strong strategic intelligence capability, including the ability to identify emerging threats, assess risk, set intelligence priorities, and translate intelligence into practical operational and executive decision-making.
- High-level judgement and problem-solving skills, with the ability to work through ambiguity, competing priorities, sensitive information, and complex fraud and non-compliance matters.
- Proven ability to lead, coach, and develop multidisciplinary teams, set clear priorities, manage performance, and build a professional, inclusive, and high-performing culture.
- Excellent stakeholder engagement and influencing skills, including the ability to build trusted relationships with senior executives, operational teams, regulatory partners, law enforcement agencies, and cross-government forums.
- Highly developed written and verbal communication skills, including the ability to produce clear intelligence products, briefs, reports, and advice for senior and non-specialist audiences.
- Strong understanding of intelligence governance, information handling, privacy, security, and legislative obligations, with a commitment to lawful, ethical, and transparent intelligence practice.
- Ability to drive continuous improvement, innovation, and capability uplift across intelligence processes, products, tools, quality assurance, and operating models.
- Sound understanding of how intelligence, data analytics, compliance, investigations, and policy functions work together to detect, prevent, and respond to integrity risks.
