Banyule City Council is embarking on a significant organisation-wide transformation that will reshape how it delivers services to the community.

Over the next four years, they're redesigning their operating model, modernising core business systems, implementing Microsoft Dynamics 365, Power Platform and Azure, and embedding new ways of working across the organisation.

To support this journey, they're seeking a Test Manager to establish and lead the program-wide testing function across their Business Transformation Program.

The Opportunity Reporting to the Portfolio Manager, you'll set the testing strategy, framework, standards, governance controls and assurance approach required to validate business-critical solutions before implementation.

Working with a high degree of autonomy, you'll provide authoritative advice on testing risk, quality outcomes, release readiness, and implementation confidence to program governance forums, senior stakeholders, vendors and delivery partners. You will also be leading Test Analysts to ensure testing across multiple concurrent projects is well planned, resourced and clearly reported.

This role is ideal for someone who wants to build a testing function from the ground up, not just execute against someone else's framework, and wants a genuine seat at the governance table.

This is a senior position within the four-year Business Transformation Program, based in Melbourne's Northern suburbs (hybrid working — minimum 3 days onsite).

Key Responsibilities

- Establish, lead and govern the testing function for the Business Transformation Program, setting program-wide testing strategy and quality standards
- Plan,



direct and oversee testing delivery across multiple concurrent projects, including system integration, UAT, regression, automated and data migration testing
- Define program-level entry and exit criteria, quality gates and release assurance processes to support go-live decisions
- Lead, supervise and coach Test Analysts and other testing resources, building testing capability across the program
- Establish and oversee defect management processes, including triage, prioritisation, resolution tracking and escalation
- Assess testing risks, defect severity and residual risk, providing formal recommendations on whether implementation should proceed, be delayed or require remediation
- Prepare and present evidence-based testing reports, dashboards and readiness assessments for program and portfolio governance forums
- Hold vendors and delivery partners accountable for agreed testing deliverables, defect resolution and assurance outcomes

About You You bring the judgement to make defensible go/no-go calls and the credibility to hold vendors and stakeholders to account.

You'll bring

- Significant senior-level experience leading a testing function across complex transformation, enterprise systems, digital, ERP, data or technology programs




- Advanced understanding of enterprise systems delivery, SDLC methodologies and testing practices across Agile, waterfall and hybrid environments
- Experience leading Test Analysts, testing resources, vendors and delivery partners to achieve quality outcomes across multiple projects
- Robust stakeholder engagement, facilitation and reporting skills, with the ability to communicate quality risks clearly to senior audiences
- A tertiary qualification in Information Technology, Computer Science, Software Engineering, Business Information Systems, Project Management or a related discipline, or extensive equivalent specialist experience
- Testing certification and experience with test management tools and enterprise platforms such as Microsoft Dynamics 365, Power Platform or Azure is desirable
