Senior Procurement and Contract Officer - Canberra, ACT - 6 Month Contract with Extension Options
Role Overview:
Our government client requires the provision of skilled procurement and contract management services through appropriately qualified and experienced contractors to support procurement activities across the Procurement Branch and Finance Branch.
Role Description• Provide high-level specialist advice on procurement and contract management matters across the organisation• Lead and deliver complex procurement and contract management activities, applying sound judgment and best-practice procurement principles to support the operational and strategic objectives of the organisation.• Manage and supervise a small team, providing leadership, guidance, mentoring and support to staff within the Procurement Branch.• Prepare and review a range of documentation, including procurement and contract documentation, reports, Senate Estimates briefs, Questions on Notice, executive briefings and correspondence.• Develop, deliver and maintain procurement and contract management training, guidance and support materials to build organisational capability and procurement maturity.• Maintain and administer procurement and contract management frameworks, tools and processes, including the development of policies, procedures, guides and templates.• Represent the Procurement Branch in dealings with parliamentary departments, contractors,
suppliers and other internal and external stakeholders.• Foster a collaborative business partnering approach and promote the Parliamentary Service Values in all interactions and activities.Undertake other duties within the scope of the role as required.Approximately equivalent to an APS 5/6 Level Role
Required Skills and Experience1. Demonstrated expertise, with a minimum of three (3) years’ experience, in conducting procurement and contract management.2. Demonstrated high level administration skills and the ability to oversee the development of contemporary procurement and contract management process.3. Understand strategic objectives of the department and develop work plans accordingly.4. Proven ability to communicate with influence and ability to nurture productive working relationships with a wide range of stakeholders.5: Baseline Security Clearance Required
Desirable Qualifications and Experience• Certificate IV in Procurement and Contracting (or higher).• Experience in procurement and contract management within a Commonwealth Government environment.• Experience in administration, governance and/or financial management activities.• Experience developing procurement documentation, conducting procurement processes and managing contracts.
Contract Length: 6 month Initial Term (with two optional 6 month extensions)
