The location and Lifestyle:

Mt Carbine has a rich history of tungsten production and is strategically and conveniently located only 75 kms from the beautiful seaside town of Port Douglas in Far North Queensland where the Daintree Forest meets the Great Barrier Reef. The Mt Carbine Tungsten mine is 120km North of Cairns International Airport via sealed highway. Neighbouring the Mt Carbine township on the Mulligan Highway, The Mt Carbine Tungsten Mine is central to Mossman, Port Douglas, Mareeba, Julatten and Mt Molloy. For those with families, there is a choice of private and public schools, as well as universities and technical education facilities in the region.

About the Role

Mt Carbine Retreatment Management Pty Ltd is seeking an experienced and motivated Safety, Training and Risk Manager to join our leadership team at the Mt Carbine Tungsten Mine. This is an exciting prospect to lead all aspects of health, safety, training, risk and statutory compliance at a growing critical minerals operation.

Reporting to the General Manager | SSE, you will be responsible for developing and implementing the strategy to drive a proactive safety- and risk-conscious culture, ensuring compliance with Queensland mining legislation, and providing strong leadership across the site.

Key Responsibilities:

- Fulfil the statutory obligations of the Site Senior Executive (SSE) under Queensland mining legislation (or be on a current path for attainment of the SSE Practising Certificate).

- Lead the site's Health, Safety,



Risk and Training functions.

- Develop, implement and continually improve the Safety and Health Management System (SHMS).

- Build workforce capability through statutory training frameworks and structured competency development.

- Ensure compliance with the Mining and Quarrying Safety and Health Act 1999 and associated Regulations, as well as aligned legislation.

- Support the integration of environmental and ESG obligations into site risk and safety governance, reinforcing EQR's sustainability and circular economy commitments.

- Provide leadership and coaching to supervisors and employees to promote a positive safety culture.

- Maintain critical control effectiveness through a robust validation and verification process and habit.

- Conduct incident investigations, risk assessments and corrective action management.

- Coordination and support of rehabilitation and return to work initiatives, and workers' compensation claims management.

- Alignment of contractors with the site SHMS, expectations and critical risk framework.

- Coordinate audits, inspections and compliance activities.

- Liaise with regulatory authorities and external stakeholders as required.

- Manage emergency preparedness and response systems.

- Monitor safety and risk performance and provide regular reporting to senior management.

Key Selection Criteria:

- Relevant tertiary qualifications in Workplace Health and Safety or related discipline (desirable) and strategic leadership.

- Current Queensland Site Senior Executive (SSE) Notice and Practising Certificate (or actively working towards the near-future attainment).

- Demonstrated experience in a Safety Manager, HSE Manager, Risk Manager, Training Manager or Site Senior Executive role within the Queensland mining industry.

- High level of digital literacy, including experience implementing or overseeing digital SHMS, training, risk, compliance and critical control assurance systems.

- Extensive knowledge of the Mining and Quarrying Safety and Health Act 1999 (Qld), associated Regulations, and industry standards, with an appreciation of how these align to international critical control frameworks such as ISO 45001, ISO 31000 and ICMM guidance.

- Proven ability to lead, develop and promote a strong safety, learning and risk-focused culture across a mining operation.





- Contribute to ESG and sustainability outcomes through integrated risk and environmental governance.

- Proven ability to work with a diverse workforce in an inclusive, professional, productive and safe manner.

- Experience developing, implementing and maintaining Safety and Health Management Systems (SHMS).

- Demonstrated experience conducting incident investigations, root cause analysis and implementing effective corrective actions.

- Strong risk management skills, including hazard identification, risk assessments and critical control management.

- Excellent leadership, communication and interpersonal skills with the ability to influence and coach employees at all levels.

- Experience managing statutory compliance, audits and interactions with regulatory authorities.

- Ability to analyse safety performance data and implement continuous improvement initiatives.

- Understanding of Officer due diligence obligations and experience providing safety governance reporting to senior leadership or Board level.

- Strong organisational and time management skills with the ability to manage competing priorities.

- High level of computer literacy, including Microsoft Office and safety management systems.

- Current unrestricted C Class Driver Licence.

- Ability to obtain and maintain a Queensland Explosives Security Clearance (desirable).
