Procurement Portfolio Manager – Community Assets & Infrastructure

Are you a commercially minded procurement professional looking for an chance to shape a brand-new portfolio and make a genuine impact?

We're partnering with a highly respected organisation seeking an experienced Portfolio Manager to lead its newly established Community Assets & Infrastructure portfolio.

Reporting directly to the Director of Procurement, you'll be responsible for developing and growing this strategic portfolio, working closely with councils and suppliers to deliver innovative procurement solutions and commercially effective panel arrangements that create real value for local government.

While an existing panel covering Playgrounds and Open Spaces is already in place, this broader portfolio represents an exciting opportunity to build new categories, identify market opportunities and influence the future direction of the organisation.

The Opportunity

This is a strategic leadership role combining category management, stakeholder engagement and commercial management.

You'll be responsible for

- Developing and executing category and portfolio strategies
- Establishing and managing high-performing procurement panels
- Building strong relationships with councils and suppliers




- Identifying market opportunities and driving portfolio growth
- Leading end-to-end procurement and tender activitiesEnsuring strong governance, compliance and commercial outcomes
- Managing one direct report and contributing to a collaborative procurement team

We're looking for someone who can bring

- Significant procurement, category management or commercial leadership experience
- Robust strategic thinking and commercial acumen
- Experience managing complex procurement or sourcing initiatives
- Excellent stakeholder engagement and relationship management skills
- The ability to identify growth opportunities and develop innovative procurement solutions
- Experience working within local government, infrastructure, construction, engineering or other regulated environments will be highly regarded
