Australian Technical College Western Australia is seeking an experienced, commercially focused and proactive Domestic Growth and Compliance Officer to support the College’s domestic expansion across Western Australia and New South Wales.

The primary focus of this role is to identify and develop opportunities relating to government-funded training, grants, tenders, workforce development programs, employer partnerships, apprenticeships, traineeships and domestic student growth.

The successful candidate will also support compliance with vocational education, government funding and contractual requirements.

Key Responsibilities

- Identify government-funded training opportunities across WA and NSW.
- Research and monitor government grants, tenders, funding rounds and workforce development initiatives.
- Prepare and coordinate funding applications, tender submissions, proposals and expressions of interest.
- Develop relationships with government departments, employers, industry associations, employment service providers and community organisations.
- Identify domestic student recruitment and workforce training opportunities.
- Develop employer-based training, apprenticeship, traineeship and community training programs.
- Support the College’s participation in state-funded training programs and government initiatives.
- Monitor skills shortages, priority occupations, industry needs and employment trends across WA and NSW.
- Identify opportunities to introduce new courses and training programs based on market demand and available funding.
- Prepare business cases, budgets, growth plans, project proposals and management reports.
- Coordinate domestic marketing, stakeholder engagement and partnership-development activities.




- Ensure student eligibility, enrolment evidence, reporting and funding contract requirements are correctly managed.
- Support compliance with ASQA requirements, the Standards for RTOs, state funding contracts and other relevant government guidelines.
- Conduct internal compliance reviews and assist with corrective and continuous improvement actions.
- Work closely with academic, admissions, finance, operations, compliance and marketing teams.
- Monitor the progress and financial viability of funded programs, partnerships and growth projects.
- Previous experience in government-funded training, domestic business development, RTO compliance or the Australian vocational education sector.
- Experience preparing tenders, grant applications, funding proposals or government submissions.
- Strong understanding of domestic education, workforce development and employment-training opportunities.
- Ability to identify and develop commercially viable growth opportunities.
- Strong stakeholder engagement and relationship-management skills.
- Excellent written communication, research, reporting and presentation skills.
- Strong organisational skills, attention to detail and the ability to manage multiple priorities.
- Ability to work independently and manage opportunities from identification through to implementation.




- A results-focused approach with strong follow-up and project-management skills.

Highly Desirable

- Experience with Jobs and Skills WA, Smart and Skilled NSW or other state-funded training programs.
- Knowledge of apprenticeship, traineeship, employer incentive and workforce development programs.
- Experience with AVETMISS reporting, funded-training evidence requirements and government contract audits.
- Existing relationships with employers, government agencies, industry bodies, community organisations or employment service providers.
- Demonstrated success in securing grants, government funding, tenders or workforce training contracts.
- Experience in contract management, project management, domestic student recruitment or partnership development.
- Knowledge of the compliance requirements applicable to registered training organisations.
