In the role of Principal Advisor (Commercial) you will be responsible for providing expert advice in the implementation and ongoing administration of contractual obligations under the NGR Project Deed. The role ensures rigorous contract management, performance oversight and governance assurance across the NGR Project, safeguarding the State's interests and supporting the delivery of outcomes within a complex, performance-based PPP framework.
Some of your responsibilities will include:
• Contribute to the implementation and ongoing management of the NGR Project Deed, with a focus on contract management, quality assurance and performance oversight, through the establishment and continuous monitoring of effective project controls and governance mechanisms.
• Manage NGR operations processes and procedures to ensure project controls are consistently applied and deliver satisfactory outcomes, while proactively managing stakeholder expectations and maintaining effective, professional working relationships in a complex operating environment.
• Build, maintain and influence collaborative relationships with the Operator, Contractor and key internal and external stakeholders, fostering trust, accountability and constructive engagement to resolve contractual issues and achieve performance-based outcomes.
• Provide high-level advice and strategic insights in governance forums and meetings, contributing to and influencing decision-making across a diverse portfolio of projects, and ensuring alignment with government priorities, contractual obligations and operational objectives.
• Identify, recommend and implement strategic initiatives to improve project delivery outcomes and enhance the effective operation of the performance-based
PPP contract, including the review,
modification and testing of performance management tools and mechanisms.
• Prepare and deliver comprehensive, high-quality reports, briefings and submissions for internal and external stakeholders, synthesising complex
commercial, technical and contractual information into clear, accurate and actionable insights to support governance, assurance and strategic planning.
• Assess additional Asset and Maintenance claims to ensure they comply with Deed requirements and represent fair, accurate, and appropriate costs.
Requirements of the role:
• Demonstrated experience managing complex, high-value commercial or PPP contracts, with strong capability in interpreting contract terms, administering performance regimes and protecting the State's commercial interests.
• Proven expertise in contract management, performance monitoring and governance assurance, including the establishment and ongoing oversight of effective project controls within a complex operating setting.
• Strong commercial and analytical capability, with the ability to assess performance, quality and delivery data, identify risks and issues, and develop evidence-based strategies to improve contractual and operational outcomes.
• Highly developed stakeholder engagement and influencing skills, with a demonstrated ability to build effective working relationships with operators, contractors and senior internal stakeholders, and resolve complex contractual issues without direct authority.
• Demonstrated ability to provide authoritative, high-level advice and reporting to senior executives and governance forums, translating complex contractual and technical information into clear, actionable insights.
