About Victorian Catholic Education Authority (VCEA)
VCEA is the peak body for Catholic education in Victoria. Established in 1973 by the Archbishop of Melbourne and the
Bishops of the Ballarat, Sale, and Sandhurst dioceses, it was incorporated in 2006 and acts as the voice of Catholic
education in state and national matters.
VCEA receives and distributes funding from state and federal governments for Catholic schools, provides strategic
leadership and planning, and ensures proper governance in Catholic education statewide. It is responsible for sector
leadership in education integrity and governance and has a Memorandum of Understanding to act as a Review Body for
Catholic schools with the Victorian Registration and Qualifications Authority (VRQA). As a Review Body, VCEA supports,
reviews, and monitors the compliance of Catholic schools with all registration, reporting and other requirements under
relevant laws.

About the role
VCEA provides a number of services and undertakes various functions for Catholic school proprietors and Catholic schools
in Victoria, working in close collaboration with proprietors. The services and functions are set out in VCEA’s Constitution.
This position offers an exciting opportunity to make a significant impact on the compliance landscape within Victorian
Catholic schools committed to high standards of education and child safety. This role helps ensure that Victorian Catholic
schools and school boarding premises have good governance, strong financial management, effective curriculum, sound
teaching practices and safe environments for children.
The main purpose of the role is ensuring Victorian Catholic schools comply with minimum standards, which includes
Child Safe Standards. The VCEA assesses compliance by reviewing over 100 Catholic schools each year. The core
responsibility of this role is to review and audit the schools, which involves desktop assessments and onsite work with
school leaders and liaison with school proprietors.
This role is in the Integrity and Assurance team. Responsibilities include assessment of compliance with minimum
standards, moderation, assurance, promotion of compliance and stakeholder engagement. The role is part of a dynamic
and collaborative team with a culture of high integrity, responsiveness, service delivery and accountability. This position
will involve working closely with Victorian Catholic school proprietors which will require a willingness to travel to schools
in both metropolitan and regional areas.

Key responsibilities of the role
School Review Program
• Assess and audit compliance of schools and school boarding premises to ensure they meet the minimum and child
safe standards for school and boarding premises registration.
- Work collaboratively with others and plan effectively to ensure the program of cyclical reviews are conducted in
accordance with timeframes , to a high-standard and with a supportive approach.
- Moderate assessments to ensure quality and consistency with the requirements of the minimum and child safe
standards.
Professional Development
• Maintain professional and technical knowledge as required including the minimum and child safe standards through,
training, professional development, consultation with stakeholders and establishing personal networks.
- Contribute to the delivery of training for proprietors and schools on compliance and implementation, and the
development of continual improvement of high-quality guidance and reference material.
Stakeholder Management & Communication
- Build and maintain effective working relationships with key internal and external stakeholders, understanding
stakeholder requirements, build trust, influence and address their needs.
- Ability to communicate or interact effectively with all levels, including active listening with others, displaying respect,
accepting feedback and demonstrating competencies in professional, transparent and concise verbal and written
communication.
Compliance and Reporting
• Maintain accurate records and information systems to assist in ensuring the integrity and accuracy of the compliance
documentation for monitoring and reporting purposes.
- Prepare high-level briefings, correspondence and papers on compliance matters for board and subcommittee
meetings.
- Promote a culture of continuous improvement by analysing data and trends, providing feedback, and implementing
changes to enhance compliance processes and outcomes.

Key selection criteria
• Extensive knowledge of, or the ability to develop a good working knowledge of the Education and Training Reform
Act 2006, Education and Training Reform Regulations 2017, and minimum standards for school and school boarding
premises registration.
- Extensive knowledge of, or the ability to develop a good working knowledge of Ministerial Order No. 1359 –
Implementing the Child Safe Standards – Managing the risk of child abuse in schools and school boarding premises
(Child Safe Standards).
- Proven ability and experience in assessing and auditing compliance against legislative and regulatory requirements
and against a clear and consistent set of criteria.
- Excellent attention to detail with experience in establishing project plans, tracking processes and delivering
outcomes within tight timelines.
- Ability to assess risks and think critically to drive and provide solutions in a compliance setting.
- Strong verbal and written communication skills and ability to provide considered and actionable feedback to
proprietors and schools and prepare formal reports to a high standard.
- Highly developed interpersonal and stakeholder management skills, with strong customer service orientation and
empathetic approach.
- Ability to represent VCEA professionally and in accordance with our mission and values.
Skills, qualifications, and pre-requisites
Previous Three years or more experience in educational administration, law, audit, compliance, risk or a
Experience/s related field.
Experience in onsite auditing against regulatory requirements across other industries would be
highly regarded.
Qualifications Relevant tertiary qualification in risk, audit, legal or other relevant field.

Other requirements An understanding of and commitment to the safety, wellbeing, and protection of children,
requiring that you:
a. Must hold and maintain a current Victorian Working with Children Check or be
eligible to receive same upon joining the organisation.
b. Must also undergo and receive a clear National Criminal History Check (NCHC)
upon employment and during your employment with VCEA. All employees are
required not to have been charged with, nor found guilty of any offence which
would be incompatible with employment with VCEA.
Must hold and maintain a valid Victorian driver’s license, access to a reliable car and be
willing to travel to schools in metropolitan and regional Victoria.
Willingness to take reasonable care for your health and safety in the workplace and for the
health and safety of others who may be affected by what you do or don’t do.
