Primary objective
Provide clinical expertise to support the Senior Practitioner in their statutory functions. Ensure appropriate standards and requirements
for authorisation requests for the use of restrictive practices are complied with, in accordance with the National Disability Insurance Scheme
(Authorisations) Act 2019 and the Health Care Decision Making Act 2023.

Context statement
The Restrictive Practices Authorisation Unit is currently experiencing a high volume of outstanding restrictive practice authorisation
applications. The 6-month Clinical Specialist role will focus on completing restrictive practice authorisation assessments as per the National
Disability Insurance Scheme (Authorisations) Act 2019 and the Northern Territory (NT)



Restrictive Practices Authorisation Framework.

Key duties and responsibilities
1. Undertake assessments and make authoritative decisions on the use of restrictive practices as included in the National Disability

Insurance Scheme (Authorisations) Act 2019 and the Health Care Decision Making Act 2023.
2. Actively contribute to the development, monitoring and review of the guidelines, directives and frameworks to support stakeholders

in relation to the use of restrictive practices in the NT.
3. Actively support stakeholders to develop and deliver practice innovation, disseminate information and provide education in relation

to the reduction and elimination of restrictive practices.
4. Provide advice from a clinical perspective to the Senior Practitioner to contribute to decision making about incoming restrictive practice

authorisation requests.
5. Ensure that the authorisation of restrictive practices is compatible with the United Nations Convention on the Rights of People with

Disabilities 2006 and the National Framework for Reducing and Eliminating the Use of Restrictive Practices.
6. Develop and foster extensive and effective relationships with a diverse group of stakeholders to influence practice and enable positive

change.
7. Expert specialist knowledge of contemporary methods, principles and practice.
8. Actively contributes to the Territory wide and national committees on behalf of the Department/Territory.
9. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in order

to ensure high quality, safe services and workplaces.

Selection criteria
Essential
1.



Allied health or relevant qualification(s) and demonstrated extensive experience in the field of disability services.
2. High level oral and written communication skills including the ability to communicate and liaise effectively with a large range of

stakeholders.
3. Awareness and understanding of Aboriginal culture and ability to interact effectively with people in a cross cultural environment;

understanding of the complexities of diverse cultures.
4. High level analytical, research, problem solving and risk management skills.
5. Commitment to implement and follow administrative practices and principles of the National Disability Insurance Scheme (Authorisations)

Act 2019 and the Health Care Decision Making Act 2023.
6. Ability to engage with non-professional staff in a manner that promotes skill development, collaboration and an understanding to

promote the reduction and elimination of the use of restrictive practices to the greatest extent possible.
7. Ethics and values that model the department’s Values, act with integrity and have high ethical standards.
8. Understanding of Positive Behaviour Support (PBS) and other models of practice which are complimentary to PBS.
9. Knowledge of relevant Northern Territory and Commonwealth legislation, policies and procedures pertaining to the use of restrictive

practices.
10. Solid understanding of clients’ rights and principles that underpin the NT NDIS Restrictive Practices Authorisation Framework and the

United Nations Convention on the Rights of Persons with Disabilities.
