About the Opportunity

Join NT PHN in a senior executive leadership role that provides strategic direction across Aboriginal and Torres Strait Islander health, ensuring NT PHN’s work is aligned with Closing the Gap priorities and supports the best health outcomes for Aboriginal and Torres Strait Islander people and communities.

Reporting directly to the CEO and as a member of the Senior Executive Leadership Team, the Executive Manager Aboriginal and Torres Strait Islander Health will provide leadership across health planning, commissioning of health services and workforce development. The role leads co-design and partnership activities with key stakeholders and communities, and provides strategic guidance across NT PHN to support culturally-informed programs that meet the needs of Aboriginal and Torres Strait Islander communities across the Northern Territory.

Identified Role

This position is designated as Indigenous Identified and is intended to constitute a special measure under section 8(1) of the Racial Discrimination Act 1975 (Cth) and section 57(1) of the Anti-Discrimination Act 1992 (NT). Under section 35(1)(b) of the Anti-Discrimination Act 1992 (NT), it is a genuine occupational requirement that the incumbent be an Aboriginal and/or Torres Strait Islander person.

About You

You are an experienced Aboriginal and Torres Strait Islander health leader with strong strategic, relationship and executive leadership capability. You bring deep understanding of culturally safe and secure Aboriginal health, comprehensive primary health care, rural and remote service models, and the Northern Territory health system.

• Postgraduate qualifications, significant progress towards qualifications and/or extensive relevant experience in Aboriginal and Torres Strait Islander Health, Health Policy, Health Management or Community Development.

• Superior interpersonal, oral and written communication and relationship-building skills, with an ability to represent Aboriginal and Torres Strait Islander health needs and priorities.

• Demonstrated ability to build strong collaborative partnerships with internal and external stakeholders, including Aboriginal Community Controlled Organisations, and to respond and contribute to new policies and initiatives.

• Demonstrated understanding of comprehensive primary health care, culturally safe and secure Aboriginal and Torres Strait Islander Health, rural and remote health service models, and NT health system priorities.

• Excellent leadership and management skills,



with a track record in developing high-performing teams across dispersed regions.

• Strong current knowledge of national and Territory health reforms and frameworks that affect Aboriginal and Torres Strait Islander people and communities, including the National Agreement on Closing the Gap, National Social Emotional Wellbeing Framework and NT Aboriginal Health Plan.

• High-level strategic and critical thinking capability, with the ability to provide considered, productive and solutions-focused input in complex environments.

• Demonstrated project management skills and experience across program planning, engagement, communication, evaluation and delivery within agreed outcomes, timeframes and budgets.

About the Role

This role leads NT PHN’s Aboriginal and Torres Strait Islander Health Branch and provides strategic guidance across the organisation to strengthen culturally-informed planning, commissioning, workforce development and health system partnerships.

Key priorities include:

• Providing strategic direction for the design and implementation of a Cultural Respect Framework to measure and build the cultural safety capacity of commissioned services.

• Supporting and assisting in the development of activities and strategies to improve primary health access and health equity for Aboriginal and Torres Strait Islander people.

• Developing and maintaining collaborative partnerships and engagement with Aboriginal Community Controlled Organisations, government agencies and commissioned providers in relation to Aboriginal health and wellbeing.

• Providing strategic advice on Aboriginal and Torres Strait Islander Health matters, with a focus on alignment to Closing the Gap and local Aboriginal and Torres Strait Islander health priroities.

• Supporting NT PHN’s Reconciliation Action Plan deliverables and supporting continuous improvement in culturally safe practice across the organisation.

• Maintaining current knowledge of national and Territory health reforms and frameworks and ensuring this knowledge informs planning and program delivery across NT PHN.

• Identifying, reporting and resolving known, new and emerging risks to support risk control and compliance obligations.





• Representing the knowledgeable, effective and professional image of NT PHN in line with organisational values and behaviours.
