About the role

We are seeking an experienced EL1 Cost Recovery Specialist to join a Commonwealth Government department on a 12-month labour hire contract. The successful candidate will support a bottom-up activity-based costing (ABC) review across a large operational group, helping to improve the accuracy, transparency and defensibility of cost data that informs the department's cost recovery framework.

This is a part-time opportunity (up to 20 hours per week on average). While most stakeholders are Canberra-based, flexible and remote working arrangements will be considered, noting that some face-to-face engagement will be required.

Please note: only Australian citizens with the ability to obtain/maintain a Baseline security clearance can be considered for this role. An existing security clearance will be highly regarded.

Duties:

- Identify and validate activities, resource inputs and cost drivers across business areas.
- Review, refine and implement activity-based costing methodologies, tools and templates.
- Analyse and reconcile bottom-up costing data against existing ABC data, identifying and addressing gaps, inconsistencies and data quality issues.
- Work with stakeholders to improve the accuracy, transparency and defensibility of cost data used for cost recovery purposes.
- Develop process documentation, methodologies, user guides and supporting materials to support ongoing internal use.




- Deliver knowledge transfer and cross-training activities to build internal capability in costing approaches.
- Prepare reports, findings and recommendations to support the ongoing maintenance and improvement of the costing framework

Requisite skills and experience:

- Experience implementing a bottom-up activity-based costing program, ideally within a Commonwealth Government setting.
- Knowledge of the Australian Government Charging Framework, Australian Government Charging Policy and Australian Government Cost Recovery Policy.
- Strong stakeholder engagement skills and the ability to assess the accuracy and defensibility of cost data, including identifying gaps, inconsistencies or duplication.
- Strong analytical, problem-solving and reporting skills.
- Ability to document methodologies, processes and supporting materials to build internal capability and support ongoing use.
