About the Role
As our Head of Contract Management and Procurement, you'll lead the procurement, contract management, purchasing, fleet and contract auditing functions to drive procurement excellence, contract performance, robust auditing and continuous improvement practices while supporting organisational objectives and achievement of the Council Plan.
You will thrive in this role if you are a strategic and commercially minded leader who can balance governance, risk and value-for-money outcomes while building solid partnerships with suppliers and stakeholders.
You bring a proactive, solutions-focused approach, with the ability to drive procurement excellence, optimise contract performance, value adding and evaluation and lead continuous improvement across the organisation.
Reporting to the Financial Controller the core responsibilities include:
Building a Collaborative Contract Management Culture
Deliver a coordinated, organisation-wide approach to contract management by partnering with the CEO, Executive, Councillors and engaging with all employees to strengthen contract ownership, governance and performance.
Promote shared accountability, knowledge sharing and consistent practices that enhance organisational capability, deliver improved outcomes from supplier relationships to achieve the Council Plan.
Driving Exceptional Value and Commercial Outcomes
Develop and implement procurement and contract management strategies that maximise value for money, optimise resources and deliver sustainable financial outcomes.
Monitor supplier performance, expenditure and market trends to identify opportunities for cost efficiencies, innovation and improved service delivery that align with strategic priorities and contribute to sustainable organisational performance.
Strengthening Contract Assurance and Compliance
Lead a robust contract auditing and assurance program that promotes compliance, safety, environmental standards, accountability and effective risk management across all contractual arrangements.
Ensure contract performance requirements are regularly reviewed, with findings used to drive continuous improvement and informed decision-making.
Empowering High-Performing Procurement and Contract Teams
Provide inspiring leadership, coaching and development opportunities that foster a culture of excellence, collaboration and accountability within the team.
Build workforce capability and create an environment where employees are empowered to deliver strategic, customer-focused and value for money outcomes.
About You
Education & Experience– A tertiary qualification in a relevant discipline (or extensive experience in related fields).
Deep contract management and procurement expertise and knowledge in a service-led environment.
Experience in auditing management systems, conducting field audits, or working in a compliance focused role.
Experience working in local government or a similarly complex environment.
Leadership– Extensive experience in successfully leading strategic and operational needs of a complex and extensive portfolio.
Project Management Skills– Strong project management skills with demonstrated ability to strategically analyse, plan, implement and embed policy development, projects and programs across organisations.
Problem Solving– Ability to respond and devise solutions to difficult financial and organisation needs, issues, problems and opportunities that arise, create business cases and options for evidence-based strategy and solutions.
Written & Oral Communication– Excellent communication, analytical and problem-solving skills.
Strong report writing skills with the ability to present clear, evidence-based findings.
Demonstrated ability to provide technical advice and expertise to Executive and Council.
