About the Role
As our Head of Financial Services, you'll lead the Finance Operations and Revenue teams to shape, evaluate and implement initiatives that strengthen Council's immediate and long-term financial performance, implement best-practice financial systems, meet all compliance and reporting standards, manage risk and drive future ratings strategies.
You will thrive in this role if you are a strategic and commercially astute financial leader who combines strong technical expertise with exceptional people leadership, and can confidently drive financial performance, risk management, statutory compliance, revenue management and continuous improvement in a complex and evolving environment.




Reporting to the Financial Controller the core responsibilities include:
Drive Strategic Financial Leadership
Provide expert financial advice and insights to support organisational strategy, long-term planning, and informed decision-making by the Executive and Council. Ensure financial plans, budgets, and resource allocation align with strategic priorities and contribute to sustainable organisational performance.
Ensure Statutory Compliance and Governance
Maintain full compliance with all legislative, regulatory, audit, taxation, and financial reporting obligations within required timeframes. Implement robust financial controls and governance frameworks that minimise risk and support accountability and transparency.
Deliver Effective Rates and Revenue Management
Ensure the accurate and timely distribution, collection, reporting, and management of Council rates and charges in accordance with legislative requirements and Council policies. Ensure the Technology One System is continually improved to monitor rates revenue performance and collection trends to support financial sustainability and optimise cash flow outcomes.
Lead and Develop a High-Performing Finance and Revenue Team
Provide strong leadership, coaching, and support to the Financial Services team, fostering a culture of accountability, collaboration, and continuous improvement. Ensure employees are capable and engaged to achieve their individual objectives enabling achievement of the Council Plan.
About You
Education & Experience
A tertiary qualification in a relevant financial field, membership of CA or CPA and experience working in local government or a similarly complex workplace is required.




Finance acumen and Revenue Management
Extensive experience in successfully leading strategic and operational needs of a complex and extensive financial services portfolio.
A deep understanding of statutory compliance, reporting requirements, and preparation of annual financial statements.
Demonstrated substantial success leading rates or revenue teams. The ability to monitor budgets and capital works, interpret valuations, and optimise cash flow using property/rating systems.
Data & Numeracy
Proven success utilising data, financial information, metrics and analytics to assess performance, create business cases and options for evidence-based strategy and solutions.
Problem Solving
Ability to respond and devise solutions to difficult financial and organisation needs, issues, problems and opportunities that arise
Written & Oral Communication
Excellent communication, analytical and problem-solving skills with the ability to influence, negotiate, and build credibility with executives, boards, and internal stakeholders.
