Job Summary

The Catholic Archdiocese of Perth is seeking an experienced and compassionate leader to manage the Personal Advocacy Service (PAS), providing strategic, operational and pastoral leadership of PAS and its ministries supporting people who are deaf or hard of hearing and people living with intellectual disability, including their families and carers. Grounded in social work and stakeholder engagement, you will lead a relational, volunteer-supported ministry that empowers individuals, families and parishes to participate fully in the life of the Catholic Church.

This role involves regular engagement and travel across parishes, agencies and the broader Deaf and disability community to build partnerships and grow PAS's reach and impact.

About the Organisation

The Catholic Archdiocese of Perth has over 100 Parishes and circa 14 Agencies within its boundaries. Each parish is led by a priest appointed by the Archbishop of Perth. Agencies are managed by a Coordinator, Director or Manager and deliver a wide variety of ministries, including faith enrichment and formation, liturgy, safeguarding, disability and mental health support, counselling, Aboriginal outreach, marriage and family education services, homelessness support, justice, and ecology education programmes, training courses and employment support, migrant and refugee services, and prison chaplaincy. The Chancery (Head Office) is situated at Griver House, 249 Adelaide Terrace, Perth.

About the Role

As the Manager, Personal Advocacy Service, you will provide strategic, operational and pastoral leadership across PAS's ministries, overseeing service delivery, staff and volunteer leadership, safeguarding, disability compliance and the responsible stewardship of resources. You will lead a small team and volunteers,



ensuring PAS is committed to empowering people through a rights-based, people-centred approach and trauma-informed practices that are guided by the Catholic Social Teaching and compliant with the NDIS Practice Standards.

Key Responsibilities include

- Service Delivery & Program Oversight - Oversee SPRED groups, parish inclusion, Deaf Community programs and inclusive social and skills development programs, ensuring they are safe, inclusive and aligned with the PAS mandate.
- Volunteer & Staff Leadership - Recruit, train, supervise and support staff and volunteers as Advocates, Group Leaders and community companions, fostering a collaborative, values-led team culture.
- Advocacy & Social Work Practice - Champion a rights-based social model of disability, providing ethical, trauma-informed leadership and empowering individuals to participate in decisions that affect their lives.
- Stakeholders & Communications - Build partnerships with Catholic agencies, community organisations, disability networks and funding bodies; represent PAS at forums, conferences and Archdiocesan events; oversee PAS's communications strategy.
- Governance & Compliance - Ensure compliance with the PAS Mandate, Archdiocesan safeguarding policies and NDIS Practice Standards, maintaining accountability and audit readiness.
- Financial Operations & Sustainability - Prepare annual budgets, monitor expenditure, lead business development opportunities and develop sustainable funding models,



including philanthropic and government contributions.

You will be expected to perform different tasks to meet the organisation's overall objectives.

About You

Ideal Skills

- Bachelor of Community Services, Social Work, Education (or similar related field/experience)
- Experience leading and managing staff and volunteers within community services
- Experience in disability, advocacy, community development or pastoral social work
- Experience with NDIS frameworks, funding compliance and reporting
- Robust communication, organisational and leadership capability
- Current National Police Clearance
- Current WA Working with Children Check
- Current WA Driver's Licence
- Ability to obtain the NDIS Worker Screening Clearance

Desirable:

- Postgraduate qualifications in leadership, disability or social policy
- Auslan skills or experience working with Deaf communities
- Experience with funding submissions and grant writing
- Experience in community engagement, partnership development and communications strategy
- Experience in Catholic or faith-based community services

Ability to:

- Support the pastoral, spiritual and faith formation needs of people with different abilities in a Catholic context
- Demonstrate an understanding of Catholic values, sacramental life and the mission of the Church
- Lead with warmth, professional integrity and a collaborative, adaptable style
- Build genuine relationships with people with disability, their families, volunteers and staff
- Uphold strong safeguarding and ethical practice standards
- Champion dignity, inclusion and Catholic Social Teaching in everyday practice

The successful applicant will be subject to a National Police Clearance, Working with Children Check and NDIS Worker Screening Clearance.
