Job Title - ITCM Commercial Officer

- Security Clearance: NV1 Clearance
- Length of Contract: 10 months
- The role closes on 4/08/2026
- Location: ACT

Overview:

- Support contract management of a recently engaged supplier.
- Support development and management of the contract management strategy and/or plan.
- Support development of contract performance metrics and requirements.
- Support conduct of, and contribute to, performance and compliance reviews of the recently engaged supplier, including activities such as:
- Investigate and prepare variations and contract change proposals.
- Provide commercial advice in relation to commercially sensitive reports, submissions, and other documents as required; and provide contract specific advice to support decision making.
- Analyse, identify and develop mitigation strategies for the risks associated with procurement and contracting activities, contract performance, and compliance with legislative and policy frameworks.
- Translate and apply legal principles, legislative and policy compliance obligations, commercial risk and performance requirements related to the Commonwealth Procurement Rules.
- Coordinate and provide procurement advice, assistance, products and services to facilitate risk management, ethics and probity.
- For discrete tasking, be able to lead a multi-disciplinary team and be accountable to set work priorities and workflows for required work packages.
- Support complex procurement activities including:
o Review of solicitation documentation and supporting information
(i.e. statements of work, statements of requirement, data item
descriptions),
o Support evaluation of industry responses to approaches to market
related to area of expertise.
- Work collaboratively to develop and maintain beneficial,



effective relationships and negotiate effectively to influence stakeholders and subject matter experts to deliver agreed project outcomes.
- Assess, interpret and comply with legislative, policy and regulatory frameworks.
- Be accountable for accurate completion of work within defined timeframes and quality requirements within a matrixed, integrated workforce.

Essential Experience or Qualification:

- Relevant qualifications in Contract Management and/or Procurement (or a related field).
- More than 8 years’ experience in Commercial Management or Contract Management.
- A current security clearance
- Very solid written and oral communication skills.

Highly Desirable Experience and / or Qualifications:

- Experience with procurement in a highly technical ICT/communications system context.

SFIA Skills Sought:
The overall management and control of the operation of formal contracts for supply of products and services.

ITCM Level 4:
Sources and collects contract performance data (such as pricing and supply chain costs), and monitors performance against KPIs. Identifies and reports under-performance and develops opportunities for improvement. Monitors compliance with Terms and Conditions and take appropriate steps to address non-compliance. Pro-actively manages risk and reward mechanisms in the contract. Monitors progress against business objectives specified in the business case. Identifies where change is required, and plans for variations.
