As the Western Australian Government agency providing shared services tothe state’s public health system, we provide a suite of financial,ICT, procurement and supply, and workforce services to more than65,000 employees across WA’s public health services andhospitals.

This is a recruitment pool for Fixed Term Full Time appointments with thepossibility of extension(s) and/or permanency.
Successfulapplicants will be appointed to a centralised Program Manager pooland may be deployed across a range of strategic Health Support Services and WA Health initiatives, including major digitaltransformation, clinical reform, ICT, infrastructure, and organisational change programs, based on organisationalpriorities.
Digital Delivery
As part ofthe wider Information, Communication and Technology Business Unit,Digital Delivery is responsible for leading the HSS customer-drivenportfolio of digital or digitally-enabled programs andprojects.
Digital Delivery comprises dedicated teams of highly experienced andspecialised project and program management professionals. Theseteams work in close partnership with subject matter experts andspecialist internal teams across HSS, as well as with the Department of Health and Health Service Providers, to successfullydeliver major digital or digitally enabled programs andprojects.
Transformation and Strategy
The HSSTransformation and Strategy Business Unit is responsible forHSS-wide strategy, as well as delivering transformation programs tomodernise HSS and services provided to the WA health system,driving effectiveness and efficiency changes, improving customeroutcomes and reducing costs. This includes program and projectdelivery and resourcing (including management of externalresources), oversight and management of organisational-wide changeimpacts, ongoing performance improvement and management, andgovernance and reporting across HSS.
CHIIP
Critical Health ICT Infrastructure Program (CHIIP)is an HSS-ledprogram to replace all WA Health’s LAN infrastructure to reduce therisk of cyber-attacks and data loss, and ensure the highest levelof network security to protect patient records and businessdata.
Yournew role
We areseeking an enthusiastic and suitably experienced person for therole of Program Manager.
As a Program Manager, you will lead the planning, governance and delivery ofcomplex programs comprising multiple related projects andworkstreams. You will ensure programs are delivered in accordancewith agreed scope, budget, schedule and benefits, while managingrisks, dependencies and stakeholder expectations.
You willprovide leadership to Project Managers and project teams, establisheffective governance arrangements,
oversee program performance andsupport informed decision-making at the executive level. Workingacross multiple strategic initiatives, you will contribute tostrengthening program delivery capability and drivingorganisational transformation.
Key Responsibilities
As a Program Manager, you will:
- Lead thedelivery of complex programs and strategic initiatives inaccordance with recognised program and project managementmethodologies.
- Developand implement program governance, delivery strategies andprogram management frameworks to achieve organisationalobjectives.
- Overseethe successful delivery of multiple related projects andworkstreams, ensuring alignment with agreed scope, budget,schedule, quality and benefits.
- Provideleadership, guidance and support to Project Managers andmultidisciplinary project teams.
- Monitorprogram performance, benefits realisation, risks, issues,dependencies and resource utilisation, implementing correctiveactions where required.
- Establish and maintaineffective governance arrangements, reporting processes andexecutive oversight.
- Developand maintain strategic relationships with senior executives,business leaders and key stakeholders across the Department of Health, Health Service Providers and externalorganisations.
- Providestrategic advice and recommendations to executive stakeholderson program performance, risks, opportunities and emergingissues.
- Leadprogram planning, financial management, resource allocation andprioritisation to ensure effective delivery of organisationalpriorities.
- Contribute to thecontinuous improvement of program management practices,governance frameworks and organisationalcapability.
What We're Looking For
We areseeking Program Managers with demonstrated experience in one ormore of the following:
- Leadinglarge-scale, complex programs comprising multiple relatedprojects and workstreams.
- Delivering strategictransformation, reform or enterprise-wideinitiatives.
- Developing andimplementing program governance, benefits realisation andperformance management frameworks.
- Leadingmultidisciplinary teams and managing Project Managers incomplex delivery environments.
- Managingprogram budgets, resources, risks, issues andinterdependencies.
- Buildingproductive relationships with executive stakeholders andproviding strategic advice to support organisationaldecision-making.
- Delivering programswithin health, government or other large and complexorganisations.
- Applyingrecognised program and project management methodologies andgovernance frameworks.
Relevanttertiary qualifications and program or project managementcertification will be highly regarded.
