POSITION PURPOSE/OBJECTIVE
The Property and Buildings Officer supports the operational management of Council's
property and buildings portfolio through the coordination of property-related activities,
operational inspections and project interface functions.
The role acts as the property representative for capital works and infrastructure projects
impacting Council-owned buildings and property assets, ensuring projects align with
Council's property strategies, operational requirements and long-term asset objectives.
The position provides advice throughout project planning, design, construction and
handover to ensure completed assets are fit for purpose, operationally sustainable and
capable of being efficiently managed throughout their lifecycle.
The role also supports property inspections, building condition assessments, contractor
coordination and operational service delivery across Council's diverse property portfolio.

KEY RESPONSIBILITIES
Property Project Coordination
• Act as the Property Service representative for capital works and infrastructure projects
affecting Council-owned buildings and property assets.
- Review proposed projects to ensure alignment with Council's strategic property
objectives, operational requirements and long-term portfolio priorities.
- Provide property advice during project planning, concept development and design
review processes.
- Participate in project meetings, design workshops and stakeholder consultations
representing the operational interests of the property portfolio.
- Identify operational impacts, maintenance implications and whole-of-life asset
considerations throughout project development.
- Coordinate communication between project delivery teams, operational stakeholders
and property service representatives.
Asset Acceptance & Defect Management
- Coordinate practical completion inspections for projects impacting Council's property
portfolio.
- Maintain defect registers and monitor rectification of outstanding defects during defect
liability periods.
- Coordinate property handover activities including operational inspections, manuals,
warranties, certifications and compliance documentation.
- Confirm completed assets meet agreed operational requirements prior to acceptance
into Council's property portfolio.
- Escalate unresolved defects, operational risks and quality concerns to the Program
Leader as required.
Property & Buildings Operations
- Conduct routine inspections of Council-owned buildings and facilities.
- Assist with building condition assessments and operational reviews.
- Coordinate maintenance requests and follow-up actions arising from inspections.
- Support contractor engagement associated with minor operational works.
- Monitor building presentation, functionality and operational performance.
Compliance & Portfolio Support
- Assist with compliance inspections relating to fire safety, accessibility, WHS and
building requirements.
- Maintain property records, inspection reports and operational documentation.
- Support compliance monitoring across Council's buildings portfolio.
- Assist with property audits, asset data collection and portfolio reporting activities.
Stakeholder & Service Coordination
• Develop effective working relationships with project managers, contractors,
consultants, tenants and internal stakeholders.
- Respond to operational property enquiries in a professional and timely manner.
- Prepare inspection reports, correspondence and operational documentation.
- Support continuous improvement initiatives that enhance property service delivery and
asset performance.
No project affecting Council-owned property assets is accepted into operational
management until the Property & Buildings Officer has confirmed that agreed operational
requirements, defect rectification, compliance documentation and handover information
have been satisfactorily completed.

WORKPLACE HEALTH & SAFETY
Ensure compliance with WHS obligations and responsibilities as outlined in Councils
policies and procedures and under the relevant WHS legislation. These include but are
not limited to: identifying potentially unsafe situations or work practices and notifying your
Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative);
never performing a task that you believe is dangerous or for which you do not have the
experience, or have not received appropriate instructions and training or where the correct
equipment to carry out the task safely is not available; always work in a safe manner and
in accordance with safety instructions, where applicable; use the work equipment supplied
for the job, in accordance with the manufacturer's instructions), and any personal
protective equipment, which the Council deems necessary and has provided; be safety
aware and report any actions to your line manager which will assist the Council to meet
its legal workplace health and safety obligations.
You have the right to cease or direct cessation of unsafe work. In addition you are required
at all times to comply with Councils Asbestos Management Plan and Policy.
COMPLIANCE & RISK
You are responsible for ensuring that you conduct your risk management responsibilities
as described in council's Enterprise Risk Management (ERM) Policy and Procedure (the
ERM Framework) with the goal of ensuring that potential issues are identified and reported
in a timely manner.
In undertaking your work should you identify contaminated land or potentially
contaminated land, including but not limited to Asbestos contamination you are required
to notify your supervisor immediately.
- Ensure the facilities are compliant with relevant standards, regulations, codes of
practice and policies applicable to the services being provided.
- Ensure the team is well versed in emergency procedures with regular reviews to
ensure the safety of the public and staff.
- Ensure appropriate processes and audits are in place to monitor compliance with the
above.
Special Condition: The successful applicant must be willing to undertake the role of Chief
Fire Warden and complete and maintain the required training and competencies as
provided by Council.
COMMUNICATION
The position requires regular communication with project managers, contractors,
consultants, operational staff, tenants and a broad range of internal and external
stakeholders.
Strong verbal and written communication skills are required to provide property advice,
coordinate project interfaces, prepare inspection reports and support operational service
delivery.
JUDGEMENT & PROBLEM SOLVING
The position exercises sound judgement in assessing operational property issues, project
impacts and asset acceptance requirements.
The role is responsible for identifying operational risks, evaluating project outcomes and
recommending practical solutions that support Council's strategic property objectives,
long-term asset performance and operational sustainability.
The incumbent works with a moderate level of autonomy while referring complex, high-
risk or strategically significant matters to the Program Leader.
AUTHORITY
The position exercises delegated authority in relation to operational property coordination,
inspections and project interface activities in accordance with Council policies, procedures
and approved delegations.
The role provides recommendations regarding asset acceptance, operational readiness,
defect management and project outcomes affecting Council's property portfolio.
SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES
ESSENTIAL
- Demonstrated experience in property, buildings, facilities management, construction,
asset management or a related discipline.
- Experience coordinating building projects, contractor activities or operational property
services.
- Sound understanding of building construction, maintenance practices and asset
lifecycle management.
- Ability to interpret building plans, specifications and project documentation.
- Knowledge of compliance requirements relating to buildings, WHS and operational
property management.
- Strong organisational and analytical skills with the ability to manage competing
priorities.
- Demonstrated stakeholder engagement and communication skills.
- Ability to prepare reports and maintain accurate operational records.
- Current NSW Class C Driver Licence.
DESIRABLE
- Experience working within local government or the public sector.
- Knowledge of capital works project processes and asset handover requirements.
- Experience using asset management, maintenance or property management systems.
