POSITION PURPOSE/OBJECTIVE
The Senior Officer – Property, Buildings & Strategy supports the operational management,
compliance and performance of Council’s property and buildings portfolio.
The role coordinates maintenance activities, contractor engagement, compliance
monitoring, operational reporting and portfolio administration across Council-owned
assets and facilities.
The position contributes to portfolio planning, asset performance monitoring and
operational improvement initiatives that support safe, compliant and financially
sustainable property outcomes.
The role provides operational support to the Program Leader through stakeholder
coordination, contractor management, inspections and day-to-day property and buildings
administration activities.

KEY RESPONSIBILITIES
Property & Buildings Operations
- Coordinate day-to-day operational management activities across Council’s property
and buildings portfolio.
- Monitor maintenance requests, contractor works and operational issues associated
with Council-owned buildings and facilities.
- Contribute to operational improvements that enhance asset performance, customer
outcomes and service delivery.
- Assist with operational planning and portfolio coordination activities.
Compliance & Asset Coordination
- Coordinate inspections, condition reviews and compliance monitoring activities across
Council-owned assets.
- Support compliance obligations relating to WHS, fire safety, building requirements and
operational risk management.
- Maintain compliance registers, operational records and inspection documentation.
- Escalate identified risks, defects and compliance issues as required.
Financial & Contractor Administration
- Assist with operational budget monitoring, procurement processes and expenditure
tracking activities.
- Coordinate purchase orders, contractor payments, invoices and financial
documentation in accordance with Council procedures.
- Monitor contractor performance and service delivery outcomes across operational
works programs.
- Support financial reporting and operational performance monitoring activities.
Portfolio Reporting & Operational Support
- Maintain operational portfolio data relating to asset condition, compliance, utilisation
and maintenance activities.
- Assist with reporting, operational analysis and portfolio performance reviews.
- Support business cases, funding applications and operational improvement initiatives
associated with the property and buildings portfolio.
Stakeholder & Service Coordination
- Develop and maintain effective working relationships with contractors, consultants,
tenants, community users and internal stakeholders.
- Prepare correspondence, operational reports and property-related documentation.
- Respond to operational enquiries and service requests in a professional and timely
manner.

WORKPLACE HEALTH & SAFETY
Ensure compliance with WHS obligations and responsibilities as outlined in Councils
policies and procedures and under the relevant WHS legislation. These include but are
not limited to: identifying potentially unsafe situations or work practices and notifying your
Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative);
never performing a task that you believe is dangerous or for which you do not have the
experience, or have not received appropriate instructions and training or where the correct
equipment to carry out the task safely is not available; always work in a safe manner and
in accordance with safety instructions, where applicable; use the work equipment supplied
for the job, in accordance with the manufacturer's instructions), and any personal
protective equipment, which the Council deems necessary and has provided; be safety
aware and report any actions to your line manager which will assist the Council to meet
its legal workplace health and safety obligations.
You have the right to cease or direct cessation of unsafe work. In addition you are required
at all times to comply with Councils Asbestos Management Plan and Policy.
COMPLIANCE & RISK
You are responsible for ensuring that you conduct your risk management responsibilities
as described in council's Enterprise Risk Management (ERM) Policy and Procedure (the
ERM Framework) with the goal of ensuring that potential issues are identified and reported
in a timely manner.
In undertaking your work should you identify contaminated land or potentially
contaminated land, including but not limited to Asbestos contamination you are required
to notify your supervisor immediately.
- Ensure the facilities are compliant with relevant standards, regulations, codes of
practice and policies applicable to the services being provided.
- Ensure the team is well versed in emergency procedures with regular reviews to
ensure the safety of the public and staff.
- Ensure appropriate processes and audits are in place to monitor compliance with
the above.
Special Condition: The successful applicant must be willing to undertake the role of Chief
Fire Warden and complete and maintain the required training and competencies as
provided by Council.
COMMUNICATION
The position requires regular communication with a broad range of internal and external
stakeholders.
Strong verbal and written communication skills are required to prepare correspondence,
provide operational advice, coordinate stakeholders and support service delivery
outcomes.
JUDGEMENT & PROBLEM SOLVING
The position exercises professional judgement in managing operational property,
buildings and compliance matters across Council’s portfolio.
The role is responsible for identifying operational issues, assessing priorities and
implementing practical solutions within established procedures and delegations.
The incumbent operates with a moderate degree of autonomy while escalating complex,
high-risk or sensitive matters to the Program Leader as required.
AUTHORITY
The position exercises delegated authority in relation to operational property and buildings
activities in accordance with Council policies, procedures and approved delegations.
The role coordinates operational maintenance, contractor management and portfolio
administration activities within approved frameworks and budgets.
The position provides recommendations to the Program Leader relating to operational
improvements, compliance matters and portfolio performance issues.
SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES
ESSENTIAL
- Demonstrated experience in facilities coordination, property operations, building
administration or related service delivery environments.
- Experience coordinating contractors, procurement activities and operational
maintenance programs.
- Sound understanding of operational compliance requirements relating to property and
buildings environments.
- Strong organisational, analytical and problem-solving skills with the ability to manage
competing priorities and deadlines.
- Demonstrated stakeholder engagement and communication skills with the ability to
work effectively with contractors, consultants and internal stakeholders.
- Experience maintaining operational records, compliance documentation and financial
administration processes.
- Demonstrated ability to work collaboratively within a team environment while
exercising initiative and sound judgement.
- Current NSW Class C Driver Licence.
DESIRABLE
- Experience in local government, facilities management or operational property
environments.
- Knowledge of Council asset management, finance or customer request systems.
- Current NSW Class C Driver Licence.
