Emergency Management Officer

Job Title: Emergency Management Officer
Location: Local Council

Employment Type: Casual (38hrs a week, with potential for full-time permanent positions)

About the Role:

The Emergency Management Officer supports the organisation in ensuring municipal emergency management arrangements meet legislative requirements and community expectations. The role contributes to the planning, preparation, response, and recovery functions of emergency management and helps improve emergency management systems, plans, and sub-plans. It involves stakeholder engagement, administration of emergency management committees, maintaining operational readiness of emergency resources, participation in emergency response activities, and supporting community engagement and education initiatives.

Key Responsibilities:

- Maintain and update the Municipal Emergency Management Plan (MEMP) and related sub-plans.
- Provide managed
- Manage emergency management software systems.
- Prepare emergency management reports, including registers for vulnerable persons and facilities.
- Participate in emergency response operations and assist with coordination during incidents.
- Ensure operational readiness of Emergency Operations Centres (CEOC) and Emergency Relief Centres (ERC).
- Conduct audits, tests, and training for emergency management systems and personnel.
- Support community engagement initiatives and emergency management communications.
- Provide after-hours emergency response as required, including rostered weekends or incidents.
- Ensure compliance with OH&S;, risk, child-secure policies, and continuous improvement frameworks.

Key Requirements:

- Experience in emergency management, administration, governance, or project management.




- Knowledge of emergency management legislation, codes, policies, and statutory requirements.
- Experience in stakeholder engagement, including collaboration with external agencies and the community.
- Ability to develop reports, procedures, systems, and plans for emergency management.
- Strong organisational, time management, and problem-solving skills.
- Excellent written and verbal communication skills, including the ability to work in politically sensitive environments.
- Flexibility, adaptability, and ability to work independently and collaboratively under pressure.
- Valid driver’s licence, satisfactory police check, and working with children check (or equivalent as required).
- Understanding of sustainability, environmental responsibilities, OH&S;, and child-safe practices.
- Ability to respond to emergencies outside standard working hours and contribute to continuous improvement initiatives.

Pre Employment Checks:

- Working With Children Check to be obtained prior to commencement
- Police Check to be obtained prior to commencement

· Current valid (and ongoing) Victorian Driver’s Licence

· Ongoing First Aid (Level 2) Certificate

· Ongoing Cardiopulmonary Resuscitation (CPR)
