POSITION PURPOSE/OBJECTIVE
The Senior Officer – Property Portfolio & Strategy supports the operational management
and performance of Council’s commercial property portfolio and associated land
agreements.
The role coordinates leasing and licensing administration, tenant and stakeholder
relationships, portfolio compliance activities and operational property matters across
Council-owned assets.
The position supports portfolio performance monitoring, commercial administration,
statutory tenure management and operational reporting while contributing to improved
utilisation, customer outcomes and revenue performance across the portfolio.
The role provides operational support to the Program Leader through stakeholder
coordination, property inspections, contractor liaison and day-to-day portfolio
administration activities.

KEY RESPONSIBILITIES
Commercial Portfolio Coordination
- Coordinate the day-to-day administration of Council’s commercial and community
lease and licence portfolio.
- Manage tenant enquiries, operational issues and stakeholder requests relating to
Council-owned properties and agreements.
- Coordinate leasing processes including renewals, rent reviews, licence variations and
agreement administration.
- Maintain lease registers, portfolio documentation and compliance records.
Financial & Property Administration
- Monitor rental income, invoicing schedules, outgoing costs and operational
expenditure associated with the portfolio.
- Process property-related invoices, reconciliations and financial documentation in
accordance with Council procedures.
- Support arrears monitoring, financial reporting and revenue tracking activities.
- Support portfolio reporting and operational performance monitoring.
Property Operations & Inspections
- Conduct property inspections, condition reviews and operational site visits across
Council-owned properties and precincts.
- Coordinate contractors, managing agents, consultants and service providers
associated with operational property activities.
- Monitor operational property matters and escalate identified risks, maintenance
concerns or compliance issues as required.
- Support operational improvements that contribute to portfolio performance and
customer service outcomes.
Statutory Agreements & Compliance
- Coordinate telecommunications leases, Crown land agreements and related statutory
tenure documentation.
- Manage compliance with relevant legislation, Council policies and agreement
obligations.
- Support operational governance and record management associated with property
agreements and land matters.
Stakeholder & Service Support
- Develop and maintain effective working relationships with tenants, contractors,
consultants, community users and internal stakeholders.
- Prepare reports, correspondence, briefing notes and operational property advice.
- Respond to property-related enquiries and service requests in a professional and
timely manner.

WORKPLACE HEALTH & SAFETY
Ensure compliance with WHS obligations and responsibilities as outlined in Councils
policies and procedures and under the relevant WHS legislation. These include but are
not limited to: identifying potentially unsafe situations or work practices and notifying your
Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative);
never performing a task that you believe is dangerous or for which you do not have the
experience, or have not received appropriate instructions and training or where the correct
equipment to carry out the task safely is not available; always work in a safe manner and
in accordance with safety instructions, where applicable; use the work equipment supplied
for the job, in accordance with the manufacturer's instructions), and any personal
protective equipment, which the Council deems necessary and has provided; be safety
aware and report any actions to your line manager which will assist the Council to meet
its legal workplace health and safety obligations.
You have the right to cease or direct cessation of unsafe work. In addition you are required
at all times to comply with Councils Asbestos Management Plan and Policy.
COMPLIANCE & RISK
You are responsible for ensuring that you conduct your risk management responsibilities
as described in council's Enterprise Risk Management (ERM) Policy and Procedure (the
ERM Framework) with the goal of ensuring that potential issues are identified and reported
in a timely manner.
In undertaking your work should you identify contaminated land or potentially
contaminated land, including but not limited to Asbestos contamination you are required
to notify your supervisor immediately.
- Ensure the facilities are compliant with relevant standards, regulations, codes of
practice and policies applicable to the services being provided.
- Ensure the team is well versed in emergency procedures with regular reviews to
ensure the safety of the public and staff.
- Ensure appropriate processes and audits are in place to monitor compliance with the
above.
Special Condition: The successful applicant must be willing to undertake the role of Chief
Fire Warden and complete and maintain the required training and competencies as
provided by Council.
COMMUNICATION
The position requires regular communication with a broad range of internal and external
stakeholders.
Strong verbal and written communication skills are required to prepare correspondence,
provide operational advice, manage stakeholder relationships and support service
delivery outcomes.
JUDGEMENT & PROBLEM SOLVING
The position exercises professional judgement in managing operational property matters,
stakeholder requests and portfolio administration activities.
The role is responsible for identifying operational issues, assessing priorities and
implementing practical solutions within established procedures and delegations.
The incumbent operates with a moderate degree of autonomy while escalating complex,
high-risk or sensitive matters to the Program Leader as required.
AUTHORITY
The position exercises delegated authority in relation to operational property portfolio
activities in accordance with Council policies, procedures and approved delegations.
The role coordinates operational property matters, contractor activities and financial
administration within approved frameworks and budgets.
The position provides recommendations to the Program Leader relating to operational
improvements, portfolio issues and stakeholder matters.
SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES
ESSENTIAL
- Relevant qualifications in property, real estate, land economics, business or a related
discipline, or equivalent demonstrated experience.
- Demonstrated experience in commercial property portfolio administration, leasing
coordination or tenancy management.
- Sound understanding of leasing practices, licence agreements and property-related
financial administration processes.
- Strong organisational, analytical and problem-solving skills with the ability to manage
competing priorities.
- Demonstrated stakeholder engagement and communication skills with the ability to
work effectively with tenants, contractors, consultants and internal stakeholders.
- Experience preparing reports, correspondence and operational property
documentation.
- Demonstrated ability to work collaboratively within a team environment while
exercising initiative and sound judgement.
- Current NSW Class C Driver Licence.
DESIRABLE
• Experience in local government or the public sector.
- Knowledge of relevant legislation and frameworks relating to public land and
commercial property management, including Crown land tenures and
telecommunications agreements.
- Experience working with property management systems, lease registers or asset
information systems.
