Primary objective
Lead and deliver high-quality policy and project work that strengthens workforce capability, career pathways and contemporary
General Orders, supporting the Assistant Commissioner, People and Wellbeing and Executive to achieve strategic workforce and
wellbeing outcomes across the Northern Territory Police Force.
Key duties and responsibilities
1. Lead and manage complex policy and project initiatives relating to workforce development, career pathways and General

Orders, ensuring alignment with organisational priorities, legislation and contemporary best practice.
2. Provide high-level strategic advice, briefs and submissions to the Assistant Commissioner,



Executive and governance forums

on workforce and wellbeing matters.
3. Develop, review and implement contemporary General Orders and supporting frameworks that are evidence-based,

user-centred and operationally practical.
4. Coordinate cross-command and cross-agency consultation, building strong relationships with senior management, subject

matter experts across jurisdictions and key stakeholders.
5. Drive the career pathway mechanisms across sworn member and public servant employees to develop qualified succession

planning with core competency levels and mentoring frameworks
6. Apply sound project management methodologies to ensure delivery of agreed outcomes within scope, time and resource

constraints.
7. Contribute to a culture of continuous improvement, integrity, respect and accountability within People and Wellbeing and the

broader organisation.
Selection criteria
Essential
1. Demonstrated ability to think strategically and translate organisational priorities into clear, actionable policy and project

outcomes within a complex environment.
2. Proven experience leading complex policy or project work, delivering high-quality outcomes on time, managing competing

priorities and navigating ambiguity.
3. Highly developed written and verbal communication skills, with the ability to prepare clear, persuasive briefs and provide

trusted advice to senior executives.
4. Strong stakeholder engagement skills, including the ability to collaborate across disciplines, influence without authority and

manage sensitive or contested issues.
5. Demonstrated professionalism, sound judgement and commitment to ethical decision-making, public sector values and

confidentiality.
Desirable
1. Tertiary qualifications in project management, public policy, human resources, business management or other relevant

discipline.
