Details: This position plays a critical role in supporting the ACT Government’s commitment to progressively insource public housing repairs and maintenance by ensuring readiness for the demobilisation of the Total Facilities Management (TFM) Agreement and the integrity of contractor-provided data. Under broad direction, the role will lead activities that support continuity of service delivery and preparation for the transition, including validating and reconciling asset and maintenance data, identifying risks, and implementing processes that enable a smooth handover to the insourced delivery model.
The position will work closely with the Insourcing Transition Team and the TFM provider to align timelines, resolve contractual issues, and ensure obligations are met during preparation and demobilisation. It requires a high level of strategic thinking, technical expertise in data assurance, and the ability to influence outcomes across multiple stakeholders. The role will provide advice to senior executives and governance forums on transition readiness, data quality, and contractual matters impacting service continuity.
This is a senior specialist role that requires independence, sound judgement, and the ability to operate in a complex environment. The successful candidate will demonstrate strong analytical capability, experience in managing large-scale contracts through critical phases, and a collaborative approach to achieving organisational objectives during a period of significant change.
The position reports to the Delivery - Housing Program Director.

The following capabilities form the criteria that are required to perform the duties and responsibilities of the position.
Professional / Technical Skills and knowledge
- Demonstrated experience in managing complex contracts to prepare for and through demobilisation, including ensuring compliance with contractual obligations, and maintaining effective working relationships to achieve agreed outcomes.
- Strong analytical skills with the ability to independently validate and reconcile operational data, ensuring accuracy and completeness to support informed decision-making and transition planning.
- Strong understanding of property maintenance operations, asset management, and contract compliance requirements, with the ability to apply this knowledge to support service continuity and transition readiness.
Behavioural Capabilities
- High-level stakeholder engagement and communication skills, with the ability to work collaboratively with both the internal insourcing transition team and the Total Facilities Management contractor to prepare for the recent delivery model and resolve contractual issues effectively.
- Demonstrated understanding and commitment to the ACTPS Values and Signature Behaviours, Respect, Equity and Diversity framework, and work health and safety.
Compliance Requirements / Qualifications
Essential:
- Significant infrastructure/property contract management experience (maintenance, repairs, asset management).
- Experience operating in a senior management capacity; and
Highly Desirable:
- Contract,
Project or Procurement management qualifications (or equivalent).
- Relevant tertiary qualifications.
Note: This is a temporary position available immediately for 12 months, with the possibility of permanency.
A Merit Pool will be established from this selection process and will be used to fill vacancies over the next 12 months.
