Our client is an ACT Government agency that is responsible for land development; shaping Canberra’s future through suburban development and urban renewal The Procurement Manager will sit in the Land Supply team - a team responsible for identifying, investigating and progressing future urban development opportunities objectives.

The team leads early stage project development, including site identification, feasibility analysis, environmental and infrastructure due diligence, risk assessment and preparation of initial planning and servicing concepts

Role Description:

The Procurement Manager will be responsible for coordinating and delivering end-to-end procurement activities to support the agency's program of urban development, renewal and land release projects

Responsibilities include:

- Coordinate end-to-end procurement activities for Land Supply projects - from procurement planning and market approach through to evaluation, approvals, contract creation and procurement close-out
- Work consultatively with Program Directors, Project Managers and subject matter experts to develop clear, fit for purpose Statements of Requirements, response schedules, evaluation criteria and supporting procurement documentation
- Prepare and maintain procurement and evaluation plans; ensuring procurement strategies are appropriate to the scope, risk, value, timing and complexity of each activity
- Lead and coordinate tender evaluation processes - including evaluator briefings, probity requirements, moderation sessions, evaluation reports, delegate approvals & contract recommendation documentation




- Interpret and apply ACT Government procurement legislation, policies, frameworks and SLA requirements
- Support the establishment of contracts following procurement approval
- Provide advice on procurement risk, probity, governance, value for money and documentation standards
- Manage multiple procurement processes concurrently
- Develop and maintain procurement templates, guidance material, registers and process improvements
- Liaise with internal stakeholders - including legal, finance, procurement, governance and project teams
- Contribute to project and program reporting by providing procurement status updates, identifying risks or delays
- Promote procurement capability by supporting staff
- Contribute to multidisciplinary project teams, including risk management, governance and compliance activities

Skills and Experience: The role requires strong judgement, attention to detail, stakeholder management and the ability to balance compliance requirements with pragmatic project delivery outcomes

- Demonstrated knowledge of ACT Government procurement legislation, policy and frameworks, with the ability to interpret and apply procurement requirements in a practical project delivery workplace.
- Proven experience coordinating end-to-end procurement processes,



including procurement planning, market approaches, evaluation planning, tender evaluation, delegate approvals, contract establishment and procurement close-out
- Proven ability to develop high quality procurement and contract documentation, including Statements of Requirements, response schedules, evaluation criteria, procurement and evaluation plans, evaluation reports, contract recommendations and contract establishment material
- Strong stakeholder engagement and consultation skills, with the ability to work collaboratively with Program Directors, Project Managers, technical specialists and corporate teams
- High level written and verbal communication skills
- Demonstrated judgement, attention to detail and accountability, with the ability to manage competing priorities, balance compliance, probity, value for money and practical delivery requirements
