The Opportunity The Program Director provides strategic and operational leadership for the Humanitarian Logistics Capability (HLC) program, ensuring the successful delivery of program objectives and overall performance. The role leads engagement with DFAT and a broad range of humanitarian and development partners to foster trusted, collaborative relationships and effective program delivery. Working closely with the HLC team and Tetra Tech corporate staff, the Program Director cultivates a high-performing, inclusive and psychologically safe team culture, driving innovation, continuous learning, and the integration of cross-cutting thematic priorities of Gender Equality, Disability and Social Inclusion (GEDSI), Green Humanitarian Action, Locally Led Humanitarian Action, Innovation, Partnerships and Indigenous engagement into all operations and activities.

The Program - Humanitarian Logistics Capability The Australian Department of Foreign Affairs and Trade (DFAT) Humanitarian Logistics Capability (HLC) facilitates the timely, effective, and flexible delivery of the Australian Government’s humanitarian assistance and emergency relief program around the world, providing high quality, multifaceted, flexible and responsive project management and humanitarian supply chain solutions in support of Australia’s Humanitarian Emergency Relief activities.

The goal of HLC is to facilitate humanitarian action that saves lives, alleviates suffering,



and enhances human dignity during and in the aftermath of conflict, disasters, and other humanitarian crises. The HLC warehouse in Brisbane maintains the largest stockpile of prepositioned humanitarian emergency relief supplies within the Southern Hemisphere, with the capacity to respond to three simultaneous crises and can support at least 11,000 families – or 55,000 people.

The HLC maintains core capabilities to perform critical tasks across six functional areas: Logistics Planning and Coordination; Procurement; Warehousing; Shipping and Transport; Deployment Support and Technical Assistance and Program Management and integrates cross-cutting, thematic priorities of Gender Equality, Disability and Social Inclusion (GEDSI), Green Humanitarian Action, Locally Led Humanitarian Action, Innovation, Partnerships and Indigenous engagement into all operations and activities.

Tetra Tech International Development, as the Implementing Contractor for the HLC, will work closely with DFAT, other Commonwealth response capabilities, international organisations and humanitarian partners to implement HLC operations and activities across all aspects of program management and delivery.

Your role

Provide strategic and operational leadership to ensure the successful delivery, performance, and continuous improvement of the Humanitarian Logistics Capability (HLC) program.

Lead program governance, planning, and decision-making, ensuring effective risk management, accountability, and value-for-money outcomes.

Oversee the delivery of humanitarian logistics services, including logistics planning, procurement, warehousing, transport, deployment support, and technical assistance.

Manage the implementation of the DFAT contract, ensuring compliance with contractual obligations, policies, reporting requirements, and performance standards.

Drive the development and implementation of program strategies, policies, systems, and processes that support adaptive, productive,



and high-quality program delivery.

Build and maintain strong strategic relationships with DFAT, government agencies, humanitarian organisations, multilateral partners, and other key stakeholders to strengthen collaboration and coordination.

Foster a high-performing, inclusive, and psychologically secure team culture that promotes innovation, learning, and continuous improvement.

Champion the integration of cross-cutting priorities into all program activities.

Represent Tetra Tech and the HLC program with senior stakeholders and across humanitarian networks, promoting Australia's humanitarian objectives and strengthening strategic partnerships.

About You You are a strategic thinker with extensive senior experience in humanitarian or development program management. Your proven ability to lead diverse teams in complex environments allows you to navigate challenges effectively. You possess robust relationship-building skills and a deep understanding of international development policy, enabling you to connect strategy with practice seamlessly.

You will possess:

Relevant tertiary qualifications in international development, humanitarian assistance, disaster risk management, logistics, program management or a related field, or equivalent demonstrated professional experience.

Proven experience in creating high-performing teams and programs that align with Australia’s International Development Policy.

Strong analytical and problem-solving skills, with the ability to think strategically and operationalise plans effectively.

Excellent communication skills, with the ability to convey complex information clearly and persuasively to diverse audiences.

A comprehensive understanding of logistics operations, procurement processes, and supply chain management within humanitarian contexts, would be advantageous.

Experience in budget management and financial oversight, ensuring compliance with organisational policies and donor requirements.

High levels of personal initiative, resilience, and the ability to work under pressure in rapidly changing environments.

Cultural sensitivity and the ability to navigate politically complex contexts with professionalism and respect.
