ICT Procurement Specialist – Software Licensing & Vendor Management

We're seeking an experienced ICT Procurement Specialist to join a growing IT delivery function, supporting the strategic sourcing, licensing, and vendor management of enterprise software and technology solutions.This is an excellent opportunity to play a key role in managing software licensing arrangements, vendor relationships, and procurement processes within a complex, multi-stakeholder environment, contributing to cost-effective and compliant technology procurement outcomes.

THE ROLE:

Working closely with IT stakeholders, business units, and external vendors, you will act as the key point of contact for software licensing and procurement activities, ensuring value-for-money outcomes, contractual compliance, and effective vendor relationships across the organisation's technology estate.
Key responsibilities include:
Manage end-to-end procurement processes for software licensing, including RFQs, RFPs, and tender processesLead software license management and renewals, including Microsoft licensing (EA/CSP), ensuring compliance and cost optimisationDevelop and maintain vendor relationships, driving commercial outcomes and managing vendor performancePrepare and issue RFQ documentation, evaluate vendor responses, and support recommendation and award processesSupport contract negotiations and renewals across software vendors and technology suppliersMaintain accurate records of licensing entitlements, usage, and renewal schedulesIdentify cost-saving opportunities through license optimisation, consolidation, and demand managementCollaborate with IT, finance,



and legal teams to ensure procurement activities align with policy and governance requirementsSupport compliance with relevant procurement panels and frameworks (e.g. CUA, WALGA)Contribute to continuous improvement of procurement practices across the ICT portfolio

SKILLS & EXPERIENCE:
Relevant tertiary qualification or equivalent experience in Procurement, Business, IT, or a related disciplineStrong experience in ICT procurement, with a focus on software licensing and vendor managementDemonstrated experience managing Microsoft licensing arrangements (EA/CSP) highly regardedStrong background in RFQ/RFP processes, vendor evaluation, and contract negotiationExperience working within government or panel-based procurement frameworks (CUA, WALGA, or similar) highly desirableAdvanced communication and negotiation skills, with the ability to manage stakeholders across technical and commercial functionsStrong analytical skills, with experience in cost analysis, license optimisation, and reportingProven ability to manage multiple concurrent procurement activities in a fast-paced environmentStrong attention to detail and understanding of contractual and compliance requirementsExperience in a similarly complex enterprise or public sector environment is highly desirable
