Palm Island Aboriginal Shire Council is seeking a committed, community-mindedProject Manager – Housing, Remote Indigenous Capital Delivery Programto lead the planning, coordination and delivery of Council's housing capital works under the Remote Indigenous Capital Delivery Program, together with a defined portfolio of other assigned projects.

About the Role
As theProject Manager – Housing, Remote Indigenous Capital Delivery Program, you will be responsible for the planning, coordination, delivery, reporting, and close-out of housing capital works under the Remote Indigenous Capital Delivery Program, together with other assigned projects as delegated.
The role includes project management, contract administration, budget monitoring, stakeholder liaison, procurement support, compliance record-keeping, and regular reporting to ensure projects are delivered safely, on time, within budget and in accordance with legislative, contractual, funding and Council requirements.
For the Remote Indigenous Capital Delivery Program, you will be specifically accountable for ensuring housing projects are delivered in accordance with funding arrangements, including approved scope, eligible expenditure, milestone reporting, evidence retention, acquittals, underspend or overspend management, procurement and contract requirements, compliance records and audit-ready documentation.
Palm Island Aboriginal Shire Council delivers a complex capital works program encompassing housing delivery, roads, drainage and transport infrastructure, water and wastewater services, essential services, and community infrastructure.
These projects are delivered through State and Commonwealth funding programs and are subject to rigorous governance, reporting and compliance requirements, with additional complexity arising from remoteness, logistics and multi-agency coordination.
The position also plays a vital role in supporting local workforce development,
including providing day-to-day supervision, guidance, and performance support to the Construction Supervisor role as a structured development opportunity for local candidates.
Key Responsibilities
Plan, coordinate, and manage housing capital works under the Remote Indigenous Capital Delivery Program and a defined portfolio of other assigned projects from initiation through to completion and close-out.
Develop and maintain project plans, schedules, budgets, cost estimates, forecasts, risk registers, issues logs, variation registers, and action trackers.
Support consistent application of Council's Capital Works Delivery Framework, project governance processes, and reporting requirements.
Monitor project budgets, track expenditure, support financial forecasting and maintain accurate financial, contractual and compliance records.
Ensure Remote Indigenous Capital Delivery Program funding obligations are met, including approved scope, eligible expenditure, milestone reporting, evidence retention, acquittals, underspend or overspend management and audit-ready documentation.
Coordinate procurement and contract administration activities, including tender documentation, evaluation support, variations, progress claims, extensions of time and supporting documentation.
Manage project risks, issues, changes, and opportunities to support delivery of agreed scope, quality, budget, and timeframes.
Model positive safety behaviours and lead Workplace Health and Safety compliance in line with relevant policies, procedures, and legislative requirements.
Provide day-to-day supervision, guidance, and performance support to the Construction Supervisor, with a focus on safe work practices, capability building, and progressive responsibility.
Act as a primary point of contact for internal and external stakeholders and present project information clearly in formal and informal settings.
Demonstrate awareness of the cultural, social and community context in which housing and infrastructure projects are delivered on Palm Island.
Support respectful engagement practices and consideration of local employment and business participation opportunities.
What We're Looking For
You will bring strong project management capability, sound judgement and a practical understanding of housing, infrastructure, or capital works delivery in a remote or community-focused setting.
You will be confident working across project planning, procurement, contracts, budgets,
compliance and reporting, and you will communicate respectfully and effectively with teams, contractors, agencies, and community stakeholders.
Relevant qualification in project management, construction, infrastructure, engineering, and/or equivalent demonstrated experience.
Strong project management skills across planning, delivery, monitoring, reporting and close-out of infrastructure or capital works projects.
Demonstrated ability to support procurement, contract administration, budget tracking, risk management, and compliance documentation.
Demonstrated ability to supervise, mentor, and develop construction or operational staff, including supporting local workforce development pathways and development-focused roles.
High level communication, negotiation, and interpersonal skills, with the ability to work respectfully across teams, cultures, and stakeholder groups.
Strong administrative and organisational skills, with high attention to detail and the ability to manage competing priorities in a fast-paced environment.
Proficiency in Microsoft Office, including Word, Excel, Outlook, and PowerPoint.
Construction Industry White Card ****** QLD) and current Queensland "C" Class Driver's Licence.
Desirable:
Strong experience in project management across the planning and delivery lifecycle within a structured project management framework, or experience in capital infrastructure works such as design, construction, procurement, and contract management.
Demonstrated experience in the delivery of government-funded infrastructure and housing projects.
Experience delivering housing or infrastructure projects under government funding agreements, including milestone reporting, compliance records, funding acquittals, and audit-ready documentation.
Experience working in regional or remote communities.
Experience in local government or similar regulated environments.
Familiarity with contemporary project controls, information management and digital delivery systems used in housing and infrastructure projects.
