Position Description - Civil Contracts Coordinator

Purpose
The Civil Contracts Coordinator is responsible for leading the operational management,
procurement, sourcing and delivery of Council's civil maintenance contract programs to
ensure effective, compliant, financially sustainable and customer-focused service outcomes
for the community.
The role oversees multiple civil maintenance service contracts and
associated operational activities, including contractor engagement, procurement processes,
contractor performance management and service delivery coordination, ensuring asset
maintenance outcomes, risk management obligations and service standards are achieved in
accordance with Council objectives, legislative requirements and approved budgets.
The position exercises sound judgement and initiative in the management of operational
issues, contractor sourcing and performance, procurement activities and service delivery
priorities.
The role also contributes to the continuous improvement, planning and
development of Council's civil maintenance services through operational advice, stakeholder
engagement and the implementation of efficient and sustainable service delivery practices.
Key Deliverables




Manage and administer multiple civil maintenance contracts and associated
operational activities to ensure the effective delivery of maintenance services in
accordance with contractual requirements, Council standards and service
expectations.
Coordinate contractor sourcing, procurement and engagement activities, including
quotations, tender support, contract establishment and contract variations in
accordance with Council procurement policies, legislative requirements and
approved budgets.
Monitor and manage contractor performance against service standards, KPIs and
contractual obligations, including compliance, quality assurance, safety requirements
and defect management.
Coordinate and support the delivery of civil maintenance programs and contractor
works to ensure services are delivered safely, efficiently and within approved
operational timeframes and budget parameters.
Monitor expenditure associated with civil maintenance contracts and contribute to
budget management, forecasting, financial reporting and cost control activities.
Prepare, maintain and analyse operational, contract and performance reporting to
support service delivery outcomes, informed decision-making and continuous
improvement initiatives.
Investigate and respond to customer requests, contractor matters and operational
issues, exercising sound judgement to resolve matters within agreed service
standards and operational priorities.

Provide technical and operational advice relating to civil maintenance activities,
contract administration, procurement processes and service delivery priorities.
Identify operational risks, contractor performance issues and service delivery
improvement opportunities, and implement corrective actions and process
improvements where required.
Develop and maintain effective working relationships with contractors, internal
stakeholders, service authorities and external agencies to support coordinated and
customer-focused service delivery outcomes.
Ensure compliance with relevant legislation, Council policies, procurement
requirements, safety obligations and contractual frameworks associated with civil
maintenance operations.
Person Specification
Essential Criteria
Demonstrated experience managing civil maintenance or infrastructure contracts,
including monitoring contractor performance against KPIs, service standards and
contractual requirements.
Sound knowledge of civil assets including roads, drainage,



kerbing and footpaths,
together with relevant maintenance practices, standards and specifications.
Strong understanding of Work Health and Safety (WHS), environmental and legislative
compliance requirements relevant to civil maintenance activities.
Proven ability to coordinate operational works programs and deliver outcomes within
agreed timeframes and budget parameters.
Well-developed communication and interpersonal skills, including the ability to work
effectively with contractors, stakeholders and customers and resolve operational
issues.
Demonstrated ability to manage, analyse and report on asset, operational and
contract data to support service delivery and decision-making.
Demonstrated experience in contract administration, procurement processes and
contractor management.
Relevant qualifications in Civil Engineering, Construction Management or a related
discipline, or equivalent demonstrated experience.
Desirable Criteria
Experience working within a local government environment.
Experience in using asset management, maintenance management and GIS systems
(e.g. Assetic, ESRI).
Knowledge of local government procurement and contract management processes.

Experience delivering small to medium civil infrastructure or maintenance projects.
Demonstrated ability to build and maintain effective contractor and stakeholder
relationships.
Standard conditions
Satisfactory completion of a National Police Clearance (will be arranged by the City of
Marion)
Satisfactory completion of applicable Medical Assessment (will be arranged by the
City of Marion)
Must be either an Australian resident or possess the legal right to work in Australia,
with the ability to provide documentation of a valid work visa.
Comply with existing Work, Health and Safety legislation and regulation obligations
and apply "Think Safe Live Well" philosophy.
Embrace ethical and moral behavior and report any suspected instances of fraud
and/or corruption in accordance with Fraud and Corruption Management and the
Code of Conduct.

The incumbent will perform other duties as required.
Other conditions specific to the role
Must hold a valid, full (unrestricted) driver's license in accordance with South
Australian requirements.
Must hold a valid and current White Card issued by a certified RTO.
Some out-of-hours work will be required (including attendance at Council Meetings or
weekend works).
