Lead/ Support project activities supporting road investment planning and transport portfolio investment processes.
This role develops, maintains and quality-assures the policies, processes and tools used for budget submissions, portfolio coordination, investment prioritisation, project readiness and governance.
The position provides technical direction across investment planning activities and supports accurate, consistent and well-governed recommendations for management and committee consideration.
Key Responsibilities
Lead the development and coordination of road investment planning processes including the 10 Year Unfunded Investment Program, Investment Readiness Funding program and priority project pipeline
Oversee budget submission and portfolio investment processes including data collection, document review, stakeholder input and program records
Maintain investment prioritisation methods and quality-assure portfolio inputs, scoring assumptions and recommendations
Review transport business cases, funding submissions, project proposal reports and annual infrastructure planning inputs
Coordinate consolidated deliverable schedules and manage risks against fixed government deadlines
Prepare and review investment program advice, prioritisation outcomes and funding recommendations
Consolidate portfolio information for budget submissions, committee papers,
executive briefings and internal reporting
Monitor key deliverables and elevate portfolio risks, issues and decisions
Provide technical direction to Infrastructure Investment Planning Officers
Develop and improve investment planning workflows, templates and processes
Lead coordination with portfolio teams, project owners, Network Management, Planning, PMO and other relevant branches
Prepare and present investment planning material for committees, working groups and relevant forums
Strong infrastructure investment planning and portfolio coordination capability
Knowledge of budget submissions, funding processes and investment governance
Experience reviewing business cases, project proposals and infrastructure planning inputs
Ability to apply and quality-assure investment prioritisation methods
Strong analytical skills with attention to data quality, assumptions and supporting records
Ability to coordinate complex deliverables against fixed deadlines
Transparent written communication and experience preparing executive, committee and internal reporting
Strong stakeholder engagement and issue resolution skills
Ability to provide technical guidance and promote consistent planning practices
Sound judgement when escalating risks, issues and investment decisions
