Your role
The Financial Planning Manager leads financial analysis, modelling and budget monitoring to support infrastructure investment decision-making across the portfolio. The role provides high-quality financial insights, maintains forecasting models, and actively monitors month-end performance to optimise funding utilisation and bring forward shovel-ready projects where delivery delays occur.
The role also supports the design and ongoing use of portfolio-level planning tools to improve prioritisation, forward planning and scenario-based decision making across infrastructure programs.
What you'll do
Lead the development, maintenance, and refinement of financial analysis to support infrastructure investment planning, prioritisation, and lifecycle cost analysis.
Monitor month-end performance, analyse variances and identify underspends, funding pressures and delivery risks across the infrastructure portfolio, providing advice on funding implications and recommended actions.
Coordinate budget adjustments and transfers across the portfolio, working with stakeholders to maintain an accurate and responsive financial position.
Lead the development and integration of portfolio planning tools, ensuring financial inputs (actuals, forecasts and funding availability) are incorporated to support prioritisation, forward planning and decision making.
Support scenario analysis to assess the impact of changes to project timing, funding allocation and prioritisation on program outcomes, risks and affordability.
Identify opportunities to bring forward shovel-ready projects where delays occur elsewhere in the program, ensuring available funding is effectively utilised and aligned to approved priorities.
Undertake complex financial analysis to support capital planning,



including the use of internal and external forecasting tools
Prepare the annual DCJ Capital Investment Plan submission to NSW Treasury
Support Total Expenditure (TOTEX) planning and improve visibility of whole-of-life asset costs across capital and operational expenditure.
What we're looking for
You are a seasoned financial planning professional with tertiary qualifications in Financial Planning and active membership in a relevant skilled body. Your expertise spans across financial planning, investments, and government benefits, underpinned by a strong understanding of compliance frameworks and regulatory environments.
With a keen eye for detail and a sharp analytical mindset, you excel at solving complex problems and managing competing priorities under pressure. You bring a proven track record of negotiating effectively with financial institutions, benefit providers, statutory agencies, and other stakeholders on sensitive and multifaceted issues.
As a natural leader, you have significant experience in building and nurturing high-performing teams. You are passionate about coaching and mentoring, fostering technical excellence, and driving continuous improvement through clear performance management and resource planning.
