HSS Project
Opportunities
This is a
recruitment pool for Fixed Term Full Time appointments with the
possibility of extension(s) and/or permanency.
Successful
applicants will be appointed to a centralised Program Manager pool
and may be deployed across a range of strategic Health Support
Services and WA Health initiatives, including major digital
transformation, clinical reform, ICT, infrastructure, and
organisational change programs, based on organisational
priorities.
Digital
Delivery
As part of
the wider Information, Communication and Technology Business Unit,
Digital Delivery is responsible for leading the HSS customer-driven
portfolio of digital or digitally-enabled programs and
projects.
Digital
Delivery comprises dedicated teams of highly experienced and
specialised project and program management professionals.
These
teams work in close partnership with subject matter experts and
specialist internal teams across HSS, as well as with the
Department of Health and Health Service Providers, to successfully
deliver major digital or digitally enabled programs and
projects.
Transformation and
Strategy
The HSS
Transformation and Strategy Business Unit is responsible for
HSS-wide strategy, as well as delivering transformation programs to
modernise HSS and services provided to the WA health system,
driving effectiveness and efficiency changes, improving customer
outcomes and reducing costs.
This includes program and project
delivery and resourcing (including management of external
resources), oversight and management of organisational-wide change
impacts, ongoing performance improvement and management, and
governance and reporting across HSS.
CHIIP
Critical
Health ICT Infrastructure Program (CHIIP) is an HSS-led
program to replace all WA Health's LAN infrastructure to reduce the
risk of cyber-attacks and data loss, and ensure the highest level
of network security to protect patient records and business
data.
Your
current role
We are
seeking an enthusiastic and suitably experienced person for the
role of Program Manager.
As a Program
Manager, you will lead the planning, governance and delivery of
complex programs comprising multiple related projects and
workstreams.
You will ensure programs are delivered in accordance
with agreed scope, budget, schedule and benefits, while managing
risks, dependencies and stakeholder expectations.
You will
provide leadership to Project Managers and project teams, establish
effective governance arrangements, oversee program performance and
support informed decision-making at the executive level.
Working
across multiple strategic initiatives, you will contribute to
strengthening program delivery capability and driving
organisational transformation.
Key
Responsibilities
As a Program
Manager,



you will:
Lead the
delivery of complex programs and strategic initiatives in
accordance with recognised program and project management
methodologies.
Develop
and implement program governance, delivery strategies and
program management frameworks to achieve organisational
objectives.
Oversee
the successful delivery of multiple related projects and
workstreams, ensuring alignment with agreed scope, budget,
schedule, quality and benefits.
Provide
leadership, guidance and support to Project Managers and
multidisciplinary project teams.
Monitor
program performance, benefits realisation, risks, issues,
dependencies and resource utilisation, implementing corrective
actions where required.
Establish and maintain
effective governance arrangements, reporting processes and
executive oversight.
Develop
and maintain strategic relationships with senior executives,
business leaders and key stakeholders across the Department of
Health, Health Service Providers and external
organisations.
Provide
strategic advice and recommendations to executive stakeholders
on program performance, risks, opportunities and emerging
issues.
Lead
program planning, financial management, resource allocation and
prioritisation to ensure effective delivery of organisational
priorities.
Contribute to the
continuous improvement of program management practices,
governance frameworks and organisational
capability.
What
We're Looking For
We are
seeking Program Managers with demonstrated experience in one or
more of the following:
Leading
large-scale, complex programs comprising multiple related
projects and workstreams.
Delivering strategic
transformation, reform or enterprise-wide
initiatives.
Developing and
implementing program governance, benefits realisation and
performance management frameworks.
Leading
multidisciplinary teams and managing Project Managers in
complex delivery environments.
Managing
program budgets, resources, risks, issues and
interdependencies.
Building
productive relationships with executive stakeholders and
providing strategic advice to support organisational
decision-making.
Delivering programs
within health, government or other large and complex
organisations.
Applying
recognised program and project management methodologies and
governance frameworks.
Relevant
tertiary qualifications and program or project management
certification will be highly regarded.
