Senior Procurement Officer

About the Role
The Procurement Officer is responsible for developing and managing low to medium-value, low to medium-risk procurement activities while supporting the delivery of more complex procurement projects under supervision. The role provides procurement and contract management advice to a range of internal and external stakeholders and ensures compliance with relevant legislation, policies, procedures, and government procurement frameworks.

All duties are performed in accordance with the Department's Code of Conduct, relevant government legislation, policies, procedures, and procurement guidelines.

Key Responsibilities

- Develop and manage low to medium-risk procurement activities, including business cases, procurement plans, tender documentation, evaluations, contract formation, and contract management activities.
- Support the delivery of high-value and complex procurement projects, including procurement planning, contract redevelopment, market research, and innovative sourcing solutions.
- Facilitate procurement processes, including tender evaluations, supplier due diligence, contract negotiations, and compliance reviews.
- Assess procurement risks and ensure compliance with procurement legislation, policies, contract terms, and governance requirements.
- Conduct contract research, reporting, performance monitoring, and support contract extensions, variations, and amendments.
- Provide procurement and contract management advice to stakeholders and support procurement education, training, and awareness activities.
- Maintain procurement systems, registers, and records to ensure accuracy, compliance, and audit readiness.
- Contribute to continuous improvement initiatives and support the development of procurement policies, procedures, and best-practice frameworks.
- Liaise with internal stakeholders, suppliers, government agencies, and regulatory bodies to support effective procurement outcomes.
- Support the Team Leader and broader procurement team in delivering high-quality procurement and contract management services.




- Liaise with external government agencies and regulatory bodies regarding procurement, legal, insurance, and compliance requirements.

Other Duties
- Participate in fire management activities, including bushfire suppression and prescribed burning operations, where appropriate and in accordance with capability, training, and experience.
- Undertake additional duties as directed.

Essential CriteriaExperience and Technical Skills
- Demonstrated experience in contract development and/or contract management involving medium-complexity contracts, or relevant project management experience.
- Proven ability to prepare procurement documentation, technical reports, business cases, and tender documentation.
- Strong understanding of procurement and contract management principles and practices.
- Experience conducting research, analysis, risk assessment, and reporting to support procurement outcomes.

Communication and Stakeholder Engagement
- Well-developed written communication skills with the ability to clearly present procurement information and recommendations.
- Strong interpersonal and negotiation skills with the ability to build effective relationships and engage with stakeholders at all levels.
- Ability to provide professional procurement advice and support to internal and external stakeholders.

Organisational and Problem-Solving Skills
- Demonstrated ability to manage competing priorities and meet deadlines while maintaining accuracy and quality outcomes.
- Robust analytical, research, and problem-solving skills with a proactive and solution-focused approach.
- Ability to work collaboratively within a team environment and contribute to continuous improvement and innovation.

Desirable Criteria
- Knowledge of Government procurement legislation, policies, and guidelines.




- Understanding of Occupational Health and Safety (OHS) requirements, equity, diversity, and inclusion principles.
- Relevant tertiary qualification in Procurement, Business, Commerce, Law, Project Management, or a related discipline.
- Current Class C Driver's Licence.
- Willingness and ability to participate in fire management activities in accordance with training, capability, and operational requirements.
