Learning and Development Designer - Workforce Analysis and Development – Full Time

Commencement Date: Permanent Full Time Role commencing September 2026

About the Role

We are seeking a highly analytical and collaborative workforce development specialist to drive development of future-focused competency frameworks across a large, technical organisation. You will combine highly effective stakeholder engagement skills with strong expertise in workforce capability, competency design, and organisational development. You will be adept at translating complex business, operational, and emerging workforce needs into practical, evidence-based competency standards that support workforce planning, capability development, and organisational performance.

You must be an Australia citizen with a security clearance or able to gain an Australian security clearance. Applications that do not meet this requirement, including non-Australian citizens with work visas, will not be progressed.

Preferred location Adelaide or Canberra but remote work from major regional centres is feasible.

Key Responsibilities

- Design and develop competency frameworks across a broad range of business functions using approved methodologies and best-practice principles.

- Research industry standards, professional frameworks, and emerging trends to ensure frameworks remain contemporary and future focused.

- Identify evolving workforce, technology, regulatory, and strategic capability requirements and embed them into competency standards.

- Facilitate workshops and consultations with subject matter experts, leaders,



and stakeholders to gather, validate, and refine competency requirements.

- Build robust stakeholder relationships to secure alignment, endorsement, and successful adoption of competency frameworks.

- Analyse roles and capability requirements, translating them into clear competencies, proficiency levels, and performance indicators to enable HR and training solutions.

- Develop measurable and observable proficiency descriptors to support capability assessment, development, and career progression.

- Lead framework validation and quality assurance activities to ensure accuracy, practicality, and organisational relevance.

- Support the implementation and integration of competency frameworks across workforce, learning, and talent management systems.

- Provide expert advice on workforce capability, competency standards, capability gaps, and associated workforce risks.

This role offers a unique opportunity to shape strategically critical outcomes in organisational capability and workforce readiness at a national level, by creating frameworks that enable sustainable performance and future workforce success.

The Successful Candidate Will:

· Be an Australian citizen (M)





· Hold an Australian Security Clearance (preferably NV-1) (D) or be able to gain one (M)

· Ability to work independently or as part of small teams (M)

· Good communication skills – both written and verbal (M)

· Competent using Office 365 suite of programs (M)

· Experience developing complex competency frameworks (M)

· Experience in Workforce Development (D)

· Experience working with Department of Defence or Defence Industry (D)

· Experience in training development including ADDIE and Systems Approach to Defence Learning (SADL) (D)
