Purpose

The Project Manager Infrastructure is responsible for leading the planning, delivery and
completion of complex and strategic infrastructure projects in accordance with Council’s
Project Management Framework (PMF). The role ensures projects are delivered efficiently,
safely and sustainably while achieving defined outcomes, delivering value for money, and
aligning with Council’s strategic objectives.

Key Deliverables

Project Planning and Initiation
Develop and manage project management plans including scope, schedule, cost, quality,
risk, procurement and communications. Define clear project objectives, success criteria and
benefits aligned to Council’s strategic directions. Prepare business cases, funding
submissions and governance documentation. Follow established governance structures and
stakeholder frameworks including development and ownership of baselined and resourced
project schedules.
Project Delivery and Execution
Deliver projects in accordance with the Project Management Framework (PMF), effectively
managing scope, time, cost, and quality to achieve agreed outcomes. Coordinate
multidisciplinary project teams, consultants,



and contractors across all phases—including
design, procurement, construction, and handover while fostering collaboration,
accountability, and high performance. Provide clear direction and support to ensure
successful delivery, and maintain compliance with safety, environmental, and regulatory
requirements. Ensure compliance with legislative, regulatory and policy requirements.
Contract Management and Value Realisation
Manage project budgets, forecasting and financial performance. Provide commercial insights
and financial oversight including cost control and contract management. Ensure delivery of
value for money and alignment with organisational priorities. Monitor and report on project
benefits.
Risk and Issue Management
Identify, assess and manage risks and issues throughout the project lifecycle. Maintain risk
registers, risk based contingency and implement mitigation strategies. Escalate risks in
accordance with governance frameworks.
Stakeholder Engagement and Communication
Develop and implement stakeholder and community engagement plans. Build solid
relationships with internal and external stakeholders including Council Members and
community groups. Manage communications and respond to enquiries in a timely and
professional manner.
Reporting and Governance
Prepare and present regular project reports including status, risks, financials and
milestones. Ensure compliance with governance, reporting and audit requirements.
Maintain accurate project documentation and reporting systems.

Ensure adherence to quality standards and continuous improvement practices. Undertake
post-project reviews and capture lessons learned. Contribute to improving the Project
Management Framework and delivery practices.

Person Specification

Essential criteria

- Highly developed communication skills both written and verbal

- Demonstrated commitment to work positively, efficiently, and effectively in a team

environment
- Tertiary qualifications to a minimum of degree level in Project Management,

Engineering, Civil Construction, or a similar discipline are required and/or extensive
and diverse experience in the scoping and delivery of major complex projects with a
broad range of stakeholders.

- Substantial professional experience in developing and delivering complex

infrastructure / construction projects and strong appreciation of the role of the public
realm in creating quality project outcomes is required.

- Highly developed project management experience, including business acumen

including an extensive understanding of project management principles, practices,
and processes.





- Highly developed project documentation skills to provide a high level of project

development, programming, and project reporting including experience in developing
baselined and resourced Gantt charts in Microsoft Project (or similar).

- Strong commercial knowledge of and experience in management of construction

contracts.
- Detailed knowledge of relevant legislation, regulations, design standards and codes

of practice.
- Highly skilled at identifying risks and hazards, development, and implementation of

controls to manage project risks through the project lifecycle.
- Experience in undertaking consultation with the broader community, cultural groups,

and key stakeholders.
- Highly skilled at reading and interpreting technical plans, specifications, and contract

documentation.
- Excellent time management and organisational skills.

- Proficiency in various design software applications including Word, Excel, PowerPoint

- Sound ability and experience in making judgements, devising innovative solutions,

and following through with implementation.
- Ability to evaluate conflict situations and implement conciliatory procedures

when appropriate to achieve positive outcomes.

Standard conditions

- Satisfactory completion of a National Police Clearance (will be arranged by the City of

Marion)
- Satisfactory completion of applicable Medical Assessment (will be arranged by the

City of Marion)
- Must be either an Australian resident or possess the legal right to work in Australia,

with the ability to provide documentation of a valid work visa.
- Comply with existing Work, Health and Safety legislation and regulation obligations and

apply “Think Safe Live Well” philosophy.
- Embrace ethical and moral behavior and report any suspected instances of fraud

and/or corruption in accordance with Fraud and Corruption Management and the
Code of Conduct.
